McDowell County.
Division staff have reviewed and approved your application for an NPDES discharge permit.
Accordingly, the Division is forwarding the subject NPDES permit. This permit is issued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum bf Agreement between North Carolina and the U.S. Environmental Protection
Agency dated May 9, 1994 (or as subsequently amended).
The following items from the DRAFT permit have been retained in this FINAL permit:
• Effluent monitoring frequencies have been increased to reflect monitoring requirements for
a Grade III WWTP in the textile category (per 15A NCAC 2B.0500).
• Addition of an effluent fecal coliform limit. Since chlorination is proposed for disinfection, a
6-month compliance schedule is provided in this permit to reconnect the treatment unit. .
Since there is an existing chlorine contact chamber designed for a 2 MGD discharge, an
Authorization to Construct (ATC) permit will not be needed to reconnect the chemical feed
lines. The fecal limits will become effective June 1, 2001. Until that time, the permittee
will need to continue monitoring -only for fecals on a weekly basis.
• Addition of effluent total residual chlorine monitoring, once the facility begins chlorinating..
• The chronic toxicity test language was updated to reflect the new WET Policy effective
7/ 1 /99. Any failure of a quarterly toxicity test limit now requires multiple concentration
follow-up testing.
• Change the permit expiration date to 12/31/04.
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must be in the form of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the
office of Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-
6714. Unless such a demand is made, this permit shall be final and binding.
Please take notice that this permit is not transferable except after notice to the Division. Part
II, E.4. addresses the requirements to be followed in case of change in ownership or control of
this discharge. The Division may require modification or revocation and reissuance of the
permit. This permit does not affect the legal requirements to obtain other permits which may

PERMIT
TO DISCHARGE WASTEWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,
Coats American, Inc.
is hereby authorized to discharge wastewater from a facility located at
Sevier Finishing Plant
Hwy 221 North -
Marion, North Carolina
McDowell County
to receiving waters designated as. North Fork Catawba River -in the Catawba River Basin in
accordance with effluent limitations, monitoring requirements, and other conditions set forth
in Parts I, II, III, and IV hereof.
The permit shall become effective January 1, 2001.
This permit and the authorization to discharge shall expire at midnight on December 31, 2004

PART III
OTHER REQUIREMENTS
A. Construction
No construction of wastewater treatment facilities or additions to add to the plant's treatment
capacity or to change the type of process utilized at the treatment plant shall be begun until Final
Plans and Specifications have been submitted to the Division of Water Quality and written approval
and Authorization to Construct has been issued.
B. Groundwater Monitoring
The permittee shall, upon written notice from the Director of the Division of Water Quality, conduct
groundwater monitoring as may be required to determine the compliance of this NPDES , permitted
facility with the current groundwater standards.
C. Changes in Discharges of Toxic Substances
The permittee shall notify the Permit Issuing Authority as soon as it knows or has reason to believe:
a.That any activity has occurred or will occur which would result in the discharge, on a routine or
frequent basis, of any toxic pollutant which is not limited in the permit,, if that discharge will
exceed the highest of the following "notification levels';
(1) One hundred micrograms per liter (100 ug/1);
(2)Two hundred micrograms per liter (200 ug/1) for acrolein and acrylonitrile; five hundred
micrograms per liter (500 ug/1) for 2.4-dinitrophenol and for 2-methyl-4.6-dinitrophenol; and
one milligram per liter (1 mg/1) for antimony;
(3) Five (5) times the maximum concentration value reported for that pollutant in the permit
application.
b. That any activity has occurred or will occur which would result in any discharge, on a non -routine
or infrequent basis, of a toxic pollutant which is not limited in the permit, if that discharge will
exceed the highest of the following "notification levels';
(1) Five hundred micrograms per liter (500 ug/l);
(2) One milligram per liter (1 mg/1) for antimony;
(3) Ten (10) times the maximum concentration value reported for that pollutant in the permit
application.
D. Rgguirement to Continually Evaluate Alternatives to Wastewater Discharges
The permittee shall continually evaluate all wastewater disposal alternatives and pursue the most
environmentally sound alternative of the reasonably cost effective alternatives. If the facility is in
substantial non-compliance with the terms and conditions of the NPDES permit or governing rules,
regulations or laws, the permittee shall submit a report in such form and detail as required by the
Division evaluating these alternatives and a plan of action within sixty (60) days of notification by the
Division.
