the North Carolina Division of Water Quality (DWQ) in response to the permit
application submitted by C1earWater Environmental Consultants, Inc. (CEC), on behalf
of Mr. Charlie Stambaugh. The DWQ determined that the application was incomplete
and requested one additional copy of the permit application. Attached is an additional
