Dear Mr. Cullinane:
A letter of request for Authorization to Construct was received
December 16, 1985, by the Division and final plans and specifications for the subject
project have been reviewed and found to be satisfactory. Authorization is hereby
granted for the construction facilities at the Durham County Triangle Wastewater
Treatment Plant for chemical removal of phosphorous from the wastewater, said
facilities consisting of two 10,000 gallon capacity tanks for storage of liquid alum
and caustic, concrete spill containment structure for the chemical storage tanks, a
feed system with metering pumps for injection of alum and caustic into the plant
aeration basins, and all associated piping, valves, fittings and appurtenances.
This Authorization to Construct is issued in accordance with Part III
paragraph C of the NPDES Permit NO. NC0026051 issued July 1, 1985, and shall be
subject to revocation unless the wastewater treatment facilities are constructed in
accordance with the conditions and limitations specified in Permit No. NC0026051.
The Permittee must employ a certified wastewater operator in
accordance with Part III paragraph D of the referenced permit.
The sludge generated from these treatment facilities must be disposed
of in accordance with G.S. 143.215.1 and in a manner approvable by the North Carolina
Division of Environmental Management.
The Raleigh Regional Office, telephone number 919/733-2314 shall be
notified at least twenty-four (24) hours in advance of start-up of the installed
phosphorous removal system so that an in -place inspection can be made of said system
prior to operation. Such notification to the Regional Supervisor shall be made during

normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding
State Holidays.
In event the facilities fail to perform satisfactorily in meeting its
NPDES permit effluent limits, the permittee shall take such immediate corrective
action as may be required by this Division, including the construction of additional
wastewater treatment and disposal facilities.
The Permittee shall keep this office informed of progress in
developing the sludge management plan for the Triangle Wastewater Treatment Plant by
providing an intrim report no later than January 1, 1987, and a final report no later
than April 1, 1987. If a program for land application of sludge is recommended,
please be aware that a permit must be obtained from the Division of Environmental
Management prior to commencement of any land application operations.
