Cowan Plant/Burlington Industries 259er The down stream sampling point for the Town of Forest City is 1.2 miles downstream of Forest City's discharge and just above J. C. Cowan Plant/Burlington Ind. discharge. The J. C. Cowan-- boZ S Plant/Burlington Ind. upstream sampling point is 50 feet above the discharge. These two sampling points, for all practical purposes, are the same (see attached map). At present, Town of Forest City is required to sample downstream for fecal coliform, temperature, conductivity, and dissolved oxygen while J. C. Cowan Plant/Burlington Ind. is required to sample upstream for biochemical oxygen demand and dissolved oxygen. My recommendation is to allow the Town of Forest City and J. C. Cowan Plant to share data with each party to sample for biochemical oxygen demand, fecal coliform, dissolved oxygen and conductivity. The Town of Forest City will sample the stream February through July and J. C. Cowan Plant will sample the stream August through January. The present J. C. Cowan stream sampling point shall be used by each party. This sampling schedule will allow each participant to preform sampling for two (2) months when sampling is required three (3) days per week. Each participant shall furnish sampling analysis data to the other in a manner so that discharge monitoring reports can be submitted on schedule to the Division of Water Quality.
