Wastewater Treatment Plant Expansion
Rutherford County
A letter of request for Authorization to Construct was received August
6, 1984, by the Division and final plans and specifications for the subject
project have been reviewed and found to be satisfactory. Authorization is
hereby granted for design modifications and construction of additional
facilities at the Forest City Wastewater Treatment Plant to allow operation
of the existing trickling filter system in parallel with new activated sludge
treatment facilities currently under construction and to increase total plant
capacity from 1.5 MGD to 2.25 MGD. This Authorization includes the following
modifications and additions: (1) installation of a Palmer-Bowlus flume -type
flow measuring device at the front of the plant to monitor influent flow,
instead -of - a--Parshall . flume in-f.ront..of. the_ aeration basin . as previously ...__...
specified; (2) modification of an existing flow control structure with
adjustable weir to limit flow to the trickling filter to 1.0 MGD; (3)
installation of an additional 20 H.P. blower and additional aeration nozzles
in the activated sludge aeration system; (4) addition of a third secondary
clarifier; (5) construction of ten new sludge drying beds; (6) modifications
to the final effluent disinfection tanks to provide adequate detention time
for chlorination; (7) installation of a new gas meter and pressure relief
valve in the existing anaerobic sludge digestor; and (8) necessary piping and
pumping equipment alterations in the trickling filter recirculation system.
This Authorization to Construct is issued in accordance with Part III
paragraph C of NPDES Permit No. NC0025984, issued April 3, 1984, and shall be
subject to revocation unless the wastewater treatment facilities are con-
structed in accordance with the conditions and limitations specified in
Permit No. NC0025984.
The Permittee must employ a certified wastewater operator in accordance
with Part III paragraph D of the referenced permit.

The sludge generated from these treatment facilities must be disposed of
in accordance with G.S. 143-215.1 and in a manner approvable by the North
Carolina Division of Environmental Management.
In event the facilities fail to perform satisfactorily in meeting its
NPDES permit effluent limits, the Town of Forest City shall take such
immediate corrective action as may be required by this Division, including
the construciton of additional wastewater treatment and disposal facilities.
The wastewater flowrate discharged to and treated by these facilities
shall not exceed 1.5 MGD until such time as NPDES Permit No. NC0025984 is
modified to allow the discharge of up to 2.25 MGD of adequately treated waste-
water.
