The site includes unnamed tributaries that flow to the Neuse River in the Upper Neuse Cataloging Unit (03020201) and is located north of the intersection of W. Chestnut Street and NC Highway 96, north of Selma, in Johnston County, North Carolina. The purpose of this letter is to transmit comments provided by the NC Interagency Review Team (NCIRT) during the review of the monitoring report (see attached) and to confirm the Year 5 credit release for this mitigation site. Pursuant to the site's Umbrella Mitigation Banking Instrument and the site -specific Mitigation Plan, the following mitigation credits shall be available for sale provided the annual monitoring report demonstrates interim performance standards are being met: • 10% of the total enhancement and/or restoration Stream Mitigation Units (SMUs) associated with year 5 annual monitoring (730.5 Warm Water SMUs) Based on a review of the data provided for the stream restoration on the site, we confirm that you have satisfied the above requirements, and 365.25 SMUs are now available for sale. To date, 6209.25 SMUs (85 percent of the total restoration credits) have been released for sale. Please review the comments provided by the NCIRT during their review of the monitoring report. While it is not necessary to provide a response to specific comments at this time, please be sure to address the issues raised in future monitoring report submittals. Mowing encroachments this late into the monitoring period is a bit concerning. We appreciate that scalloping is being identified and addressed in a timely manner. We would encourage ongoing communication with the landowner to circumvent this as a perpetual issue for the long-term steward. 2. Please note that the requested conservation easement modification is still pending IRT approval. 3. DWR understands that future pine management is proposed to be limited to areas of high risk of vegetative performance standard failure. We assume that high risk areas will be identified through visual monitoring in addition to veg plot surveys. DWR also requests that pine establishment along stream banks be included as high risk areas requiring treatment. 4. Cross section 7 appears to continue to aggrade. Any thoughts on why?
