The following are supplemental narrative items related to the PCN form for the Kevin Loftin
Riverfront Park — Dale Landing (Boat Launch Site)-
D. Impact Justification and Mitigation
1a Specifically describe measures taken to avoid or minimize the proposed impacts in designing the
project
Lake Wylie's target year round water surface elevation is 566.4' The "pond full"
elevation as controlled by the dam is 569 4' For reference, Exhibit 2 shows that the
location of the 569 4' elevation for this boat launch site falls within the existing gravel
driveway and turnaround area The following impacts are shown on the included
Exhibit 2 map
01— Open Water Impact
This impact is a result of installing a stepped concrete canoe launch that will be
partially submerged throughout the year Park users will be able to walk their canoe
down the steps and place it parallel to the long ended side of the launch This
launch layout allows users to load supplies and enter the canoe from the side.
02 & 03 — Open Water Impacts
This impact is a result of providing ramps to the fixed piers adjacent to the existing
concrete boat ramp Per the Duke Energy Shoreline Management Guidelines (SMG)
which are required to be met with this work, fixed piers must be at a minimum 1'
above the pond full elevation of 569.4' We have proposed the fixed piers at 570.4'
due to this requirement. Part of the gravel drive and turnaround area is submerged
during the pond full event Therefore, we have extended concrete ramps to just
above the 569 4' elevation. These ramps also provide ADA access with running
slopes less than 5% It is important to note that the concrete ramps will not be
submerged in water for the majority of the year since the target pond full elevation is
most likely to hover around 566 4'
04 — Open Water Impact
Justification for the impact of 04 is similar to that of 02 & 03 above, however, we
had to extend the ramp a bit farther to hit the 569.4' elevation while also maintaining
part of the gravel access trail leading to the south of the docks. The separation of the
right fixed pier and the boat slips is based on the requirements with the Duke
Energy SMG The boat slips must have at least twice of the length of the slip in clear
space beyond the end of the slip.
