8. PROJECT SUMMARY: The applicant proposes to construct a platform, expand an
existing platform and install four pilings to accommodate two rope mooring fields for
no more than 10 PWCs
Project Setting
The site of the proposed development is located within the Corolla Light subdivision at 1066
Ocean Trail on NC -12, Corolla, Currituck County, adjacent to the Currituck Sound
The property is ±1.51 acres in size with elevations that range from 0 ft at Normal Water level
(NWL) to +5 ft It has been zoned as General Business and is the location of the Inn at Corolla
Light. The shoreline is ±375' in length and has been hardened through bulkheading and riprap
authorized through CAMA Major Permit #110 -12. The main Inn structure houses hotel rooms, a
lounge, open deck areas and offices A swimming pool area is located on the south side of the
Inn and an asphalt parking area is located on the eastern side of the Inn. Based on available
information, there appears to be no archaeological sites on or near this property.
On the western side of the Inn, within the Currituck Sound, is a ±345'x6' pier with a ±500 ft2
octagonal gazebo at the end A ±415 ft2 `L'- shaped platform that has a swinging jet -ski hoist is
located on the south side of the pier. Five mooring piles are located ±33' south of the pier
(historically there has been six piles) and one mooring buoy is located ±150' to the west of the
pier. A six foot wide walkway over the water runs adjacent to the bulkhead oriented in a
north /south direction and is associated with the Inn; however, it also acts as a connection to the
Corolla Light Subdivisions walkway /trail system
The adjacent riparian properties to the north and south are owned by the Corolla Light
Community Association and are open space areas. These shorelines have been hardened and
contain the Corolla Light Subdivisions walkway /trail system.
The waters of the Currituck Sound in this area are classified as SC and are closed to shellfish
taking. There are ±5 miles of open water to the west of the project site. Existing water depths
within the project area range from ±2.5' to ±3' below NWL and the bottom substrate is made up
of fine sands Due to the time of year, submerged aquatic vegetation (SAV) was not observed
growing within the project area; however, it is known to grow within the shallow waters of this
area.
Development Proposal
The applicant has had a seasonal watersport business operating at this site for the past three
years and during that time the business has been individually anchoring 10 PWCs.
To facilitate operations, the applicant is proposing to enlarge the existing ±415 ft2 platform an
additional ±650 ft2 to an overall size of 35 5'x30' (1,065 ft2). It should be noted that prior to
Hurricane Irene, a ±800 ft2 platform existed within this area. Additionally, a 16'x8' (128 ft2)
platform is proposed to be built on the north side of the pier.

The applicant proposes to remove the five existing mooring piles and install four pilings to
create two separate mooring fields that will run parallel to the pier. The mooring fields will be
located 2_265' waterward of NWL and will be for PWC use Two pilings will be located ±40' to
the north of the pier and will be ±90' apart. The remaining two piles will be located ±54' to the
south of the pier and will also be ±90' apart A mooring rope will run between each set of
mooring piles during the operational season and removed during the off - season. It has been
indicated that no more than 10 PWC will be moored at any time Water depths within the
proposed mooring fields range between ±2 5' to ±3' below NWL and it has been indicated by
the applicant's agent that previous SAV studies at the site, conducted in July of 2011 and May
of 2012, found that in depths greater than 0.5' below NWL SAV was patchy and consisted of
sago pondweed (Stuckenia pectinata), widgeon grass (Ruppia mantima) and eurasion
watermilfoil (Myriophyllum spicatum).
Anticipated Impacts
The two seasonal mooring field's arc -of -swing will usurp ±4,704 ft2 ( ±2,352 ft2 each) of
Public Trust Area and Estuarine Waters AECs while in use However, the existing mooring
field to be removed usurps ±3,556 ft2, so the proposed mooring fields will result in a net
increase of ±1,148 ft2

Trust Area and Estuarine Waters AECs
® The proposed development will result in a cumulative platform shading of ±1,693 ft2 in the
Public Trust Area and Estuarine Waters AECs.

The Inn at Corolla Light is a hotel located on the Currituck Sound in•Cerolla;,Currttuck•Gottnty, North
Carolina The subject property contains the main Inn structure (that includes' hotel rooms, lounge
and offices), pier system, a swimming pool area, a parking and driveway area There is an existing
pond on the south side of the parcel that is adjacent to a Section 404 wetland area There is an
existing bulkhead, much of what was permitted under CAMA Mayor 110 -12, dated 9/28/2012 The
subject property is currently owned by Lightkeepers Hospitality, LLC who has owned the facility for
approximately three years Over the last three years, North Beach Watersports (NBW) has operated
a seasonal watersports business from the Inn The primary activity includes personal watercraft
(pwc) instruction and rental Prior to NBW operating out of this facility and prior to ownership of the
property by Lightkeepers, the prior owners operated a similar type of watersports business on
occasion.
Current water depths (based on NWL conditions) have been recorded and are plotted on the CAMA
plan This shoreline of Currituck Sound is shallow near shore, with a gentle slope to the bottom
This tends to be a high energy shoreline, especially during west - derived winds, most notably during
southwest summertime wind events and wintertime northwest wind events There are shifting sands
on the very shallow flats of the subject property that are affected by wind - derived waves and
longshore current In July of 2011, we conducted a submerged aquatic vegetation (SAV) analysis of
the subject area adjacent to the Inn And, a follow -up SAV evaluation was performed in May of 2012
prior to issuance of the last CAMA Modification In the waters that are shallower than 0 5 ft deep,
there was no rooted SAV, only ripped SAV lying on the substrate Starting in water greater than 0 5
ft deep, there was patchy SAV resources consisting of Stuckenia pectrnata (Sago pondweed),
Ruppia manbma (Widgeon grass) and Mynophyllum spicatum (Eurasian watermilfoil) SAV in this
area is dominantly found in water up to 2 75 ft NWL Only sporadic patches are found in waters
deeper than this due to the turbid nature of the Currituck Sound and lack of photic penetration in the
growing season The SAV growth patterns in this area of the Currituck Sound can vary from year to
year and in the winter months, SAV is nearly non - existent above the substrate surface, but rhizomes
systems and seed remains intact and /or moves throughout the shallow water system
The work proposed under this CAMA Major Modification is limited to

3 4 Tie Pilings 10" - 12" dia pilings
The work is proposed to better facilitate the seasonal operation of North Beach Watersports
The platform additions will help to safely accommodate the clientele and guides /instructors and will
provide adequate space for entering and exiting the platform additions and a touring pontoon boat
For mooring of the pwc's between use, mooring rope will be run between each set of tie pilings in the
summer months Currently, PWCs are anchored in place and the mooring rope will be a more
efficient way to manage the PWCs between use Being able to tie off to the mooring rope between
use will avoid repetitive anchoring and disruption to the substrate In the off season, the mooring
rope will be removed from the tie pilings and preserved for the next season of operation In
association with this work, some older, unpermitted pilings (shown on the plan) will be removed
which will result in a net decrease of piling in the riparian corridor of the subject property No more
than 10 PWCs will be moored on -site One important reason to have two separate mooring areas
(in addition to spreading out the PWCs when the maximum amount are on -site) is the varying wind
direction. In the summer months, the prevailing wind is from the southwest direction and the more
protected side of the pier is the north side However, the spring and summer also include north -
northeast wind events, where the south side of the pier is more protected
(last revised 12/27/06)
