March 9, 1983
SUBJECT: Proposed Reclassification of French Broad River
Over the past several months the Asheville Regional Office has discussed
with both Permits and Wasteload Allocations Staff the proposed reclassifica-
tion of the French Broad River to A -II and the effects this will have on dis-
charge limitations of facilities in the sub -basin. In order to properly dis-
cuss this matter at the public hearing on reclassification and with each
point source a review of allocations is necessary. Please review the follow-
ing facilities allocations with respect to the reclassification.

The proposed point of water intake for Asheville is tentatively just
downstream of the confluence of Bent Creek with the French Broad River.
The upper limit of reclassification is tentatively N.C. Highway 191 Bridge
over the French Broad. It is already known that phenols will be an issue
at Cranston Print Works. The Staff will be obtaining data on phenol dis-
charges in the Basin from other major sources. Please provide this infor-
mation as soon as possible. You may wish to discuss this with Lloyd Tyler
with respect to the reclassification.
