Dear Dr. Donaldson:
A letter of request for Authorization.to Construct was received November
18, 1983, by the Division and final plans and specifications for the subject
project have been reviewed and found to be satisfactory. Authorization is
hereby granted for the construction of approximately 0.10 acre expansion to
the existing 0.73 acre fly ash settling pond to serve the Cranston Print Works
Company's Fletcher Plant in Henderson County.
The Authorization to Construct is issued in accordance with Part III para
graph=C`of;NPDES Permit No. NC0000094 issued October 4, 1984, and shall be
subject to revocation unless the wastewater treatment facilities are constructed
in accordance with the conditions and limitations specified in Permit No. NC0000094.
The sludge generated from these treatment facilities must -be disposed of
in accordance with G.S..143-215.1 and in a manner approvable by the North
Carolina Division of Environmental Management.
Three monitor wells shall be constructed at this site, one upgradient
and two downgradient. The exact location and.construction details shall be
approved by the Asheville Regional Office. These wells must be sampled im-
mediately upon completion and every March. July, and November thereafter. for
the following parameters: TDS, TOC, SO4' Ca, Mg, Fe, Cr, Pb, Ba, Na, Se, pH,
and water levels.
In event the facilities fail to perform satisfactorily in meeting it's
NPDES permit effluent limits, Cranston Print Works Company shall take such
immediate corrective -.action as may be required by this Division, including the
construction of additional wastewater treatment and disposal facilities.

The final plans and specifications for the subject project have been reviewed
and found to be satisfactory. Authorization is hereby granted for the construction
of modifications to the existing wastewater treatment facilities consisting of re-
placement of the two (2) existing centrifuges with a 2 mater belt press for sludge
dewatering equipment to serve the Fletcher Division of Cranston Print Works Company.
This Authorization to Construct is issued in accordance with Part U1 paragraph
C of NPDBS Permit No. NC0000094 issued October 16, 1978, and shall be subject to
revocation unless the wastewater treatment facilities are constructed in accordance
with the conditions and limitations specified in Permit No. NC0000094.

of a fly ash settling system consisting of a 1.0 M above ground settling basis and
approximately 730 lineal feet of 10-1ncb gravity pipe to serve Cranston Print Works
Company's Fletcher Plant.
This Authorisation to Construct shall be subject to revocation unless the
vastavater treatment facilities are constructed in accordance with the conditions
and limitations specified in Permit No. 1100000094.
