I represent the above referenced permit holder. The permitee is in the process of
shutting down their waste water treatment lagoons. As part of that shutdown process, I
would request that the discharge limitations on this permit be increased.
By way of background, this permit until recently allowed for the discharge of
approximately 4 million gallons per day. However, the permit was modified through
action on the part of the Department of Environment, Health and Natural Resources over
time to allow the current discharge of only to 10,000 gallons per day. The discharge
limitation of 10,000 gallons per day does not allow for discharge of two (2) waste water
treatment lagoons, each containing approximately 2 million gallons nor does it allow for
storm water events..
We had earlier this year conducted a 2 year hydrological study of the site
indicating that an anticipated 2 year rain event would result in approximately 800,000
gallons of effluent — the storm water system is integrated into the waste water processing
for the facility.
I would request that the above referenced permit be modified by administrative
letter. I would request that the permit be modified to allow discharge of between 200,000
and 400,000 gallons per day. I would request this discharge modification be temporary.
I would anticipate that we would need at least 90 days and would hopefully not need
more than 180 days. Please note I am trying to ask for the minimum feasible
modification. We may need to revisit this based on unforeseen time parameters or other
events. If so, I appreciate your cooperation in advance. Please note this is part of the
process of shutting down the waste water treatment facility and not everything can be
anticipated or planned for in advance.
