Division personnel have reviewed and approved your application for renewal of the subject
permit. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is
issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated October 15, 2007 (or as subsequently amended).
The following changes have been incorporated into this permit renewal:
• The receiving stream classification was changed from WS -IV to B in 2002 and the
Supplement to Cover page was updated to reflect this change.
• A footnote for Total Residual Chlorine monitoring was added to Section A.(1.) as
follows: TRC limit and monitoring requirement only apply if chlorine is used for
disinfection. The Permittee shall report all effluent TRC values reported by a NC -
certified laboratory [including field -certified]. Effluent values below 50 µg/l, will be
treated as zero for compliance purposes.
The Division recognizes that this facility was designed to treat 4 MGD of industrial textile wastewater
and it is recommended that the small volume of 100% domestic wastewater from < 25 employees
would be better treated if discharged to the local POTW. It is our understanding that the permittee is
pursuing a connection to the City sewer line and will request rescission of the NPDES Permit once this
is completed.

If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must be in the form of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the
Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-
6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division
may require modification or revocation and reissuance of the permit. This permit does not affect
the legal requirements to obtain other permits which may be required by the Division of Water
Quality or permits required by the Division of Land Resources, the Coastal Area Management
Act or any other Federal or Local governmental permit that may be required.

This permit shall become effective May 1, 2013.
This permit and authorization to discharge shall expire at midnight on November 30, 2015.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked. As of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
Fletcher Warehousing Company is hereby authorized to:
Continue to operate an existing (4.0 MGD) extended aeration wastewater
treatment facility at a monthly average flow not exceeding 0.01 MGD which
includes the following components:
➢ Influent lift station with manual trash screen
➢ Dual 3.75 MGD aeration basins with mechanical aerators
➢ Dual final clarifiers with sludge return (no sludge is returned)
➢ Effluent disinfection equipment
➢ Flow meter
This facility is located at the former Cranston Print Works plant in Fletcher on
Route 25 in Henderson County, and
2. Discharge from said treatment works at the location specified on the attached map
into the French Broad River, classified B waters in the French Broad River Basin.

BACKGROUND: This facility is the former textile plant, Cranston Print Works, which was
converted to a warehousing facility in 1999-2000. The textile plant had a treatment system designed
for a permitted flow of 4.0 MGD which is now used to treat 100% domestic wastewater from < 25
employees. Much of the stormwater runoff, previouly directed to the treatment system, has been
diverted, however, stormwater runoff from roof drains is still being collected in the aeration basins.
After the majority of the stormwater was redirected, the permitted flow was reduced to 0.01 MGD
and most of the effluent limits pertaining to textile facilities were removed from the permit. The
facility has two 3.75 MGD aeration basins (lagoons) where wastewater is stored. Discharges occur
only a few times a year.
Asheville Regional staff expects the permittee to connect to the City POTW once the Cane Creek
Sewer District installs the sewer mainline on the main road by Fletch. Installation of the mainline
will hopefully occur by the end of 2013.
The receiving stream was classified as WS -IV until 2002 when part of the French Broad was
reclassified as B. Fletcher discharges to the segment that was reclassified as B waters.
EFFLUENT LIMITS: Originally, a Level B water quality model was performed and the water
quality based BODS limitations were compared to the textile production based limits to determine
which were more stringent. The current concentration limitations in the permit of 26 mg/L for a
monthly average and 39 mg/L for a daily max were based on the more stringent textile production
loading standard of 868 lbs/day (868 lbs/day - (4 MGD * 8.34)= 26 mg/l; 26 * 1.5 = 39 mg/L) and
have been maintained in the permit since 1995. The facility has demonstrated continued compliance
with these limits and they will remain in this permit renewal as well. The Total Suspended Solids
(TSS) limits are based on secondary treatment standards for domestic wastewater and the Total
Residual Chlorine (TRC) limit is the daily maximum required to protect for acute toxicity. The
fecal coliform limits are human health standards and are required for B classification streams. TSS,
TRC, and fecal coliform limitations will all remain in the permit.
VIOLATIONS & INSPECTIONS: Since 2008 the facility has exceeded its fecal coliform limitation
on two occassions due to heavy rainfall. Several NOVs have been issued for monitoring frequency
violations. A routine inspection was performed on 2/19/2010 and the facility was found to be
compliant. However, the inspection recognized that the facility was designed to treat 4 MGD of
industrial textile wastewater and recommended that the small volume of 100% domestic wastewater
from < 25 employees would be better treated by an on-site treatment system or if discharged to the
local POTW.
INSTREAMDATA: Up and downstream sampling was not found with any DMRs submitted past
July 2008. Henry Dyar, the ORC at Goldie & Associates, was contacted and he emailed instream
fecal coliform data collected since 2009 and noted that he would follow-up on including instream
data in the DMR's as required by the NPDES permit. A review of the limited up and downstream
fecal coliform sampling data shows significant variations in fecal coliform levels in the receiving
stream. It can not be determined if the discharge from Fletcher is having an impact on the receiving
stream.
RECOMMENDATIONS: It is recommended that the current limitations and sampling requirements
be maintained in the permit renewal and that the facility connect to the City POTW when possible.
REGIONAL OFFICE COMMENTS:
Linda Wiggs from ARO inspected this site on 1/15/2013. She found the WWTP
inoperable but the effluent was in compliance with the limits. There was some
maintenance needed for stormwater issues as well. Linda will keep track of this facility
and will follow-up with the WWTP if they do not connect to the POTW after the sewer
mainline is installed.
