The following information is offered as required Quarterly Status Report documentation of
compliance activities with regard to the Environmental Management Commission Settlement
Agreement requirements. The reporting period includes compliance activities for October,
November and December of 2014.
1. As according to Condition 2. (f) of the agreement the City of Brevard submitted an
application to enter into a Special Order by Consent mid-October, 2014.
2. Annual dedication of budget funds for ongoing inflow and infiltration reduction
continues to provide improvements to the collections system. Elimination of rain
attributed sanitary sewer overflow events (SSOs) from broken or improperly attached
sewer lines, roof drains, and sump pumps are encouraging and successfully progressed.

There were seven (7) such events during this reporting period, six (6) of which were related to
rainfall averaging 3.26" per event. One (1) event occurred as a result of a force main failure
located on Old Highway 64. Events during this quarter were:
• SSO-274 Tuesday, October 14, 2014 at Neely Road Lift Station
• SSO-275 Tuesday, October 14, 2014 at Gallimore Road Lift Station
• SSO-276 Friday, November 7, 2014 at Old Highway 64
• SSO-277 Sunday, November 23, 2014 at Neely Road Lift Station
• SSO-278 Sunday, November 23, 2014 at Gallimore Road Lift Station
• SSO-279 Wednesday, December 24, 2014 at Neely Road Lift Station
• SSO-280 Wednesday, December 24, 2014 at Gallimore Road Lift Station
All events were remediated by approved methods; required report documents and public
notices were issued and data was recorded for system wide annual report.
3. CDM Smith progresses with the following work during this reporting period for the
Neely Road pump station, force main, and equalization storage project.
• Reviewed the comments provided by Division of Water Infrastructure on the
Engineering Report and Environmental Information Document (ER/EID) and the
city's comments with the intent to resubmit.
4. Brown Consultants, PA accomplishments consist of the following items this quarter:
• Kings Creek Phase II—completed 70%of field survey work.
• Engineering design began and continues.
• Kings Creek Phase III —awaiting final approval on Preliminary Engineering Report
from NCDENR-State Revolving Fund (SRF).
• 6" Gravity Sewer Line Upgrade — Project Bid October 23, 2014; awaiting final
guidance on acceptance of bids with city attorney, Local Government
Commission and NCDENR-SRF.
