Dear Ms. Carson,
Subject: Notice of Construction of Storm Water BMPs
NPDES Permit No. NCG060174
Pilgrim's Pride
484 Zimmerman Rd., Sanford, NC 27330
CEC Project 321-133
Civil & Environmental Consultants, Inc. (CEC) is notifying the North Carolina Department of
Environmental Quality (NCDEQ) that the Pilgrim's Pride facility identified above will be commencing
with construction of two (2) BMPs being installed on Outfall 001 and Outfall 003. These BMPs have
been selected to assist the Sanford Processing Plant (Site) with continuing compliance with the
referenced general permit.
On behalf of Pilgrim's Pride, CEC requested from NCDEQ via emails (see attachment) clarification
on the need to notify and/or permit the construction of the selected BMPs. To date, we have not
received an answer to our inquiry. The Site has planned and budgeted for the construction of the BMPs
in the first quarter of 2023. Without receiving comments from NCDEQ prior to January 16th, the Site
will notify the selected contractors to start work.
Pilgrim's Pride and CEC greatly appreciation the critical work that DEQ provides for the state. Please
contact Bruce Reilly at 980-260-2130 if you have any questions or need additional information.
Thank you for your consideration.
Sincerely yours,
CIVIL & ENVIRONMENTAL CONSULTANTS, INC.

Good morning Bruce,
I assume this permittee is covered under an NPDES General Permit. Is this in relation to the Tier Response process? I'd
like some context here so that I can best help you out.

Brittany — good morning. CEC has a client in NC that is looking at installing a control measure to reduce or eliminate a
storm water pollutant from their discharges. What documentation if any needs to be submitted to DEW
