The land application of any additional residuals or waste, other than that generated by the residuals source -generating facilities specified by the Division's residuals land application program permit, is prohibited. 2. The existing lessee or operator, if any, of the land application site(s) agrees, by execution of this Agreement, to comply with 0 provisions of this Agreement. 3. Should the landowner or his representative lease or otherwise permit the use of the land application site(s) by a third party, the landowner shall be responsible to ensure that the third party agrees and complies with the terms and conditions of this Agreement. 4. This Agreement shall be binding on the grantees, the successors, and assigns of the parties hereto with reference to the subject matter of this Agreement. 5. The landowner or his representative or successors shall adhere to the provisions of this Agreement for a period of 18 months from the date of the most recent residuals land application event. 6. Notification of cancellation of this Agreement shall be immediately forwarded to NCDENR-DWQ, Non -Discharge Permitting Unit, 1617 Mail Service Center, Raleigh, NC 27699-1617. 7. The Permittee must request and obtain a permit modification from the Division prior to a transfer of the land application site(s) to a new landowner. The request shall contain the appropriate forms and agreements. In addition, a notice shall be given by the current landowner to the new landowner that gives full details of the residuals applied or incorporated at the land application site(s). 8. The Permittee has provided the landowner or his representative with information and data concerning the residuals land application program, including an analysis of constituents of the residuals, residuals application methods, schedules for typical cropping patterns, and a description of the equipment used by the Permittee. 9. The Permittee will provide the landowner or his representative with a copy of the residuals land application program permit that has been most -recently issued by the Division prior to commencement of any residuals land application event. This permit will specify maximum application rates, limitations, and other restrictions prescribed by the laws and regulations. 10. The land application site(s) shall be adequately limed to. a soil pH of at least 6.0 prior to residuals land application. The only exception is that residuals may be land applied when the land application situ has,a pH of less than 6.0, provided that a sufficient amount of lime is also applied to achieve a �fin4 pI Aof the lime;, residuals, kid soil mixture of at least. 6.0. 11. Utilizing information from these sources along with the soil profiles taken at each site the following .report has been compiled. There are three (3) proposed application sites: Site Code R (Ross); Y (Yang); and Q. (Queen). All of the sites are either upland or high stream terraces; none in a floodplain. All of these soils are suited for land application of biosolids at agronomic rates, once slopes above 10% are buffered. There was no evidence of a restrictive bedrock layer or seasonal high water table at any of these sites. A brief description of each soil type is provided below. Information obtained from the Natural Resource Conservation Service Soil Survey was verified through auger borings in each field. The auger boring sites are indicated on the site map with an 'x', and numbers one and two where more than one profile was described. Descriptions of the borings are provided on the enclosed site evaluation sheets. Soil samples were taken from each field and the analyses are included in this report. Hayesville clay loam, 6-15% slopes, eroded; mapping unit symbol: HcC2 Mapped on Sites/Fields,Y1, R2. This is a very deep, well drained upland soil common throughout the upper Piedmont and low mountains. The profile description for the borings is found in the site section for each field, generally two borings per field. This soil type has derived from residuum weathered from gneiss or schist. It is classified as a clayey, kaolinitic, mesic Typic Kanhapludult. Slopes are less than 10 percent. Field Y1 is on a higher elevation than the nearby floodplain and should have no limitations for the timing of biosolids applications. Fairview sandy clay loam, 2-8, 8-15, 15-25% slopes; eroded Mapping unit symbols: 30132, 30C2, 30D2 Mapped on Site/Fields Q1, Q2. This is a very deep, well drained soil that formed from felsic crystalline rock. Slopes range from 2 to 60 percent. Fields Q1 & Q2 are on gently rolling slopes that become steeper nearer the drainageways; slopes steeper than 10 percent are buffered out. Fields Q1 & Q2 are on gently rolling slopes that become steeper nearer the drainageways; slopes steeper than 10 percent are buffered out. Toast was formerly included in the Wedowee soil series. The primary sites for land application are in the areas mapped Fairview; one or two acres are mapped Toast. All,the borings as described in the evaluation sheets for Q1 & Q2 are fairly consistent: the eroded surface layer is a dark brown sandy loam 4 to 6 inches thick. The subsurface layer is red to yellowish red sandy clay loam; then red clay with occasional yellow relic mottles, to 36 inches plus. There were no restrictive horizons due to rock; slopes steeper than 10% are buffered out; no floodplain areas occur in any of.the fields. Groundwater Description: All water supply wells are at a sufficient distance from all sites such that there is minimal potential for groundwater contamination to occur. The slow release nature of organic nitrogen (mineralization) also ensures groundwater protection. Only small amounts of the available forms of nitrogen are released into the soil solution over several months, allowing the crops to utilize it throughout the growing season. No monitoring wells should be necessary. i Proper calibration of; spreader equipment and monitoring and timing of land application are important.to ensure that biosolids are applied evenly and remain onsite. Weather patterns should be monitored to avoid application in advance of severe rainfall. This land application project will provide valuable organic matter and nutrients to the M_ proposed sites without creating negative public health or environmental impacts. The organic nitrogen in the biosolids is less likely to cause groundwater pollution than chemical ,nitrogen fertilizers because available forms of nitrogen are mineralized slowly over time. These sites are all upland sites mapped as Hayesville clay loam, eroded (HcC2); Braddock clay loam, eroded (BrB2); or Fairview sand clay loam, eroded. The RYE data suggest that a multiplication factor ranging from 0.8 to 0.92 be used on the 0 to 10 % slopes that will be land applied; and that these soils would be expected to grow up to 6 tons of fescue hay under a high level of management. Thus using this data one could project fescue hay production of 4.8 to 5.5 tons/acre. The agronomic chart in the original permit package used a figure of 4 tons as an average yield/acre. Regardless of which data is used the biosolids-from the City at 0.94 lbs of PAN/dry ton will not supply all. of the agronomic needs of the pasture or hay crop. Additional fertilizer (NPK) will need to be supplemented by the landowner. Annual soil testing and annual crop yields will need to be monitored by each landowner for maximum crop production. Few biosolids will provide all of the nutrients and lime required for ideal hay and ,crop production. The wastewater treatment plant biosolids, if applied at a full agronomic rate, will provide much of the grass and other crop requirements for nitrogen, phosphorus and potash. It will also be an excellent source of sulfur, calcium, and magnesium ,as well as lime. As with any agricultural practice, soil pH is very important to monitor and adjust when necessary for proper nutrient utilization. For biosolids applications, it is recommended that the soil pH be adjusted to 6.0 to ensure proper nutrient utilization and heavy metal retention. The City of Marion in conjunction with the land applicator will monitor the soil test results to see that the proper amount of lime is applied annually based on recommendations given. Loading rate recommendations and agronomic suggestions for various crops produced on the sites are detailed in the following pages. Caroline J. CROP MANAGEMENT PLAN FOR FESCUE and ORCHARDGRASS Hayland and Pasture Nitrogen Loading: Usually a general recommendation of 100 to 250 pounds per acre * based on "Plant Available Nitrogen" or PAN is given for these forage crops. When RYE data is used, then 40 to 50 lbs. of N per ton of hay produced is an acceptable rate.! For areas that are grazed and not utilized as hayland, then a nitrogen reduction of 25 percent is recommended. For these three farms in McDowell & Burke Counties RYE data indices will be used in conjunction with most recent residuals analysis such that land application rates of biosolids will be beneficial to the crop without posing a threat to the environment from over -application. In no case will N loading rates be in excess of the general rates given in the above chart. Nitrogen requirements are usually given in broad ranges for these grasses because this element can be used to control the amount of pasture or hay produced. If maximum amounts of pasture or hay are not required, reduced biosolids volume, as based on the PAN rate, may be applied without appreciably affecting,the stand and potential of the grass. Peak production will be affected by the amount of PAN and the timing of the biosolids application. Split applications, spring and fall, will give.very good results.
