Jq IV 2 5 2005 Subject: Town of Old Fort Annual Biosolids report, (calendar year 20 ha e ECT.'(OiV ACe Eni To Whom It May Concern: o rsP Ali 1 /05- The Town of Old Fort operates a 1.2 MGD wastewater treatment plant (NPDES (,4 NC0021229) with an approved modified pretreatment program. The Town has a bioresidual management permit, # WQ0011260, to process class A bioresiduals to be sold or given away to the public. The process consists of two 0.75 MG sludge holding tanks, a 0.7 meter belt press and an RDP lime pasteurization process with a covered storage pad. The solids are mixed with quicklime to raise the pH up to 12 or higher after two hours and 11.5 or greater after 22 hours to satisfy the vector attraction reduction requirement, and heat the solids to 70 degrees Celsius or greater to satisfy the PFRP requirement. The Town's bioresiduals management facility underwent renovation in 2004, with a new larger storage pad and storage shed constructed and a new pasteurization vessel installed. The covered and enlarged storage pad increases our storage capacity while sheltering the biosolids from the weather. The pasteurization vessel guarantees that the minimum temperature of 70 degrees Celsius is maintained for at least 30 minutes. The Town had 23.57 tons of biosolids in storage at the beginning of 2004. During 2004, the Town produced 73.90 tons of biosolids. As part -of the WWTP renovation, the Town was scheduled to receive a spreader truck to distribute biosolids in April 2004. Due to manufacturing delays, the delivery date was pushed back several times. We did not receive the truck until October and as of December 31, had still not received the title to the truck. As a result, the Town did not distribute any biosolids in the year 2004. As r soon as the title and tag for the truck are received, we will begin biosolids distribution, probably February 2005. Each recipient of biosolids receives a handout that included a description of the product, intended uses, restrictions of use and a copy of the laboratory analysis: Enclosed with this narrative are copies of the operational logs and laboratory analysis of the bioresiduals. Annual soils analysis were performed on each site receiving residuals during the past calendar year and three (3) copies of laboratory results are attached. 4. Annual TCLP analysis was performed and three (3) copies of certified laboratory results are attached. 5. All other monitoring was performed in accordance with the permit and reported during the year as required and three (3) copies of certified laboratory results are attached. 6. The facility did not exceed any of the Pollutant Concentration Limits in Table 1 of 40 CFR Part 503.13 or the Pollutant Loading Rates in Table 2 of 40 CFR part 503.13 (applicable to 40 CFR Part 503 regulated facilities). 7. All general requirements in 40 CFR Part 503.12 and management practices in 40 CFR Part 503.14 were complied with (applicable to 40 CFR Part 503 regulated facilities). 8. All operations and maintenance requirements in the permit were complied with or, in the case of a deviation, prior authorization was received from the Division of Water Quality. 9. No contravention of Ground Water Quality Standards occurred at a monitoring well or explanations of violations are attached to include appropriate actions and remediations. RECEIVED 10.
