WQ0002349 Dear Non -Discharge Compliance Unit Personnel: Earthwise Designs is submitting all monitoring and reporting requirements as specified in the above referenced permit. This report was compiled using data supplied by the Town, American Waterworks and Southern Soil Builders, Inc. This data includes 1) the certification form, 2) application summary table, 3) field loading rate reports, 4) residual solids analyses, 5) soil analyses results, and 6) pathogen and vector attraction reduction forms. The Town conducted numerous application events on permitted fields in Mitchell County within the year 2000. A total of 200.22 dry tons of wastewater residual solids from the permitted facility were land applied. No violations of the permit occurred; however the amount of tonnage applied was higher than the amount specified in the permit, see attacted letter from the Town. The Town will be applying for a modification to the permit in the near future to add additional acreage and'increase the tonnage limit. The one site which was under the permit at that time was pulled by the landowner for circumstances beyond our control; thus we were unable to land apply in the year 1999. Additional sites were then permitted and thus we land applied the stockpiled material from 1999 in the year 2000, plus the normal amount generated in the year 2000. We were able to maintain the residuals onsite during 1999 due to a plant upgrade which increased the volume of onsite storage. We are now in process of acquiring additional acreage and will be applying for a permit modification this spring; at that time we will ask for an increase in the amount of dry tonnage permitted. Soil pH was adjusted as specified in the permit and lime was applied (if needed) to achieve a soil PH of at least 6.0 or the limit specified in the permit. 3. Annual soils analysis was performed on each site receiving residuals during the past calendar year and three (3) copies of laboratory results are attached. • 4. Annual TCLP analysis was performed and three (3) copies of certified laboratory results are attached. 5. All other monitoring was performed in accordance with the permit and reported during the year as required and three (3) copies of certified laboratory results are attached. 6. The facility did not exceed any of the Pollutant Concentration Limits in Table 1 of 40 CFR Part 503.13 or the Pollutant Loading Rates in Table 2 of 40 CFR part 503.13. (applicable to 40 CFR Part 503 regulated facilities)' 7. All general requirements in 40 CFR Part 503.12 and management practices in 40 CFR Part 503.14 were complied with. (applicable to 40 CFR Part 503 regulated facilities) 8. All operations and maintenance requirements in the permit were complied with or, in the case of a deviation, prior authorization was received from the Division of Water Quality. 9. No contravention of Ground Water Quality Standards occurred at a monitoring well or explanations of violations are attached to include.appropriate actions and remediations. 10.Vegetative cover as specified in the permit was maintained on this site and the crops grown were removed in accordance with the crop management plan. 11.No runoff of residuals from the application sites onto adjacent property or nearby surface waters has occurred. 12.All buffer requirements as specified on the permit were maintained during each application of residuals.
