Dear Mr. Perez,
To satisfy Condition 5 of the approved 401, we have conducted a qualitative
pre -construction Monitoring Assessment of the Bonds Farm site to document
the existing conditions of the Jurisdictional Intermittent Stream A. The
Intermittent Stream contains approximately 800 linear feet within the project
area.
Intermittent Stream A was visually evaluated in the field at multiple locations to
qualitatively document current conditions. Two monitoring assessments were
conducted prior to development and are reflected in this pre -construction
report. Please refer to the attached sketch map, photo log, and descriptions
provided within for further details.

Bonds Farm, Concord, North Carolina — Tributary A: Assessment and Monitoring
OBJECTIVE:
To assess and monitor previously identified Intermittent Stream A on the Bonds
Farm site. The existing conditions of the tributary were documented on two
events prior to development to establish a baseline and are scheduled to be
monitored for a period of two years following completion of the project. The
main purpose is to ensure that upstream fill of the watershed does not result in
secondary/cumulative impacts (loss of flow/stream) downstream.
ASSESSMENT:
The study areas for monitoring are located approximately 50 ft. from the
proposed culvert outfall with additional data points 150 ft. and 300 ft.
downstream. A fourth data point location was located at the downstream end of
the project boundary. Data points were selected in the field and mapped
(Figure 1). Photographs were taken at each data point, and observations were
recorded. Data was collected on September 21, 2022 and October 24, 2022.
RESULTS:
Intermittent Tributary A runs north to south for approximately 800 linear feet
along the eastern side of the site. The tributary is a heavily degraded
agricultural stream. Historic surrounding agricultural land use has degraded the
stream channel including impacts from cattle use. Evidence of active cattle
impacts within and adjacent to the channel were observed prior to and during
each evaluation. WEPG conducted an NCSAM evaluation and the stream
received a Low score.
The tributary had unstable bank and channel structure. Bed and banks were
severely eroded and incised with little to no access to the floodplain in many
areas. Other sections were over -widened by livestock in the channel.
Substrate was disturbed with poor substrate sorting dominated by silt and
sand. Baseflow was relatively low throughout the the assessment reach. Minor
stream width (H20) differences between the dates was likely the result of
climate variations and/or recent cattle disturbances. No rain was reported less
than 48 hours prior to each evaluation.
