Also attached are the EEP receipt and mitigation transfer documents. The last attachment is a revised plan reflecting changes that the Town of Knightdale wanted made to the previously approved stormwater management plan (SMP). These changes do not change the wetland or stream impacts or the overall project in any way, so I don't think any changes to the USACE verifications are required. However, this plan does result in the ability to eliminate the need for the buffer impacts associated with the previously approved BMP discharge (Buffer Impact 7; Zone 1 - 290 sf & Zone 2 - 581 sf = 871 sf total). If acceptable, please revise the DWR approval letter as such (removing buffer Impact 7). The previously approved SMP was sent to DWR prior to beginning construction of the main stream crossing. We'll include the revised DWR approval to obtain the final, revised SMP approval from the Town and will provide a copy of the final, revised SMP approval to DWR. The only changes to the plan are to impact exhibit "DWG. #IM.T'. Again no changes to the wetland impacts in this location, only avoidance of buffer impacts. The riprap apron is designed to dissipate energy from the bypass flow to non - erosive flow and divert the flow to the north into the wetland prior to entering the buffer. The Town determined that the BMP to the west of Hinton Oaks Blvd. was not necessary and the majority of that water will now go to a scour hole, the BMP to the south of Hinton Oaks Blvd., and a small amount of the runoff from the road will enter the bypass pipe. Again, this bypass pipe discharges at non - erosive velocities into a wetland prior to entering the buffer, and as such does not result in a direct discharge through the buffer to the stream. The elimination of this BMP and associated discharge pipe allowed for the avoidance of buffer Impact 7. Please let me know if you need paper copies of this information or any additional information.
