Our meeting gave us the opportunity to explain how diversified Chatham is and how this diversification relates to our NPDES permit. This relationship is rather difficult to understand unless one sits down and spends some time to learn our different production processes. As per your request, please find enclosed prints showing the various areas for which you requested additional information. Also, we examined our records and find our Waste Treatment Plant effluent to the Yadkin River should be raised to 2.8 MGD. Normally our flow is approximately 2.3 to 2.4 MGD; however, we do have 2.8 MGD flows during periods of unusual product mix. The average production rates for the different subparts were obtained from our production records. The actual deter- mination of this "average production rate" was carried out using the EPA definition for such. The EPA definition for average production when applying for a NPDES permit is as follows: AVERAGE QUANTITY PER DAY PRODUCED AT HEAVIEST PRODUCT MIX DURING A MONTH OF MAXIMUM PRODUCTION WHICH IS REPRESENTATIVE OF THE EXPECTED LEVEL OF ACTIVITY CONTRIBUTING TO THIS DISCHARGE. LEVELS OF PRODUCTION MAY BE OBTAINED FROM ACTUAL OPERATING RECORDS OR EXPECTED PRODUCTION LEVELS BASED ON MARKET PROJECTIONS. After you have had a chance to digest our data and if there are any consequential questions, Jack Moore and myself would like to meet with you at your Winston-Salem office.
