Mills Permits and Engineering FROM: Gary T. Tweed e->� Environmental Engineer Asheville Regional Office SUBJECT: NPDES Permit No. NC0004685 PPG Industries, Inc. Cleveland County, North Carolina On January 23, 1979, a meeting with PPG was held at the Asheville Regional Office to discuss subject permit. The attached pages of the permit have been modified reflecting changes agreed upon by PPG and the Asheville Staff. Final lbs/day limitations are based on same concentrations as interim limitations increased proportionally with increase in design flow. Example - Interim BOD5 daily average limitation is 70 lbs/day based on 0.42 MGD which computes to 20 mg/i. At final flow of 0.875 MGD and 20 mg/1 BOD5 concentra- tion lbs/day BOD5 is 146. Daily maximum limitations are based on same concentrations at flow of 1.1 MGD. It is recommended that this modification be issued to PPG. Should you have any questions, please advise. Enter into a contract for construction of wastewater treatment units to be operated in conjunction with the existing 0.42 MGD treatment plant which will result in a treatment system having a nominal hydraulic capacity of 0.875 MGD, and 2. Construct and operate a 0.875 MGD wastewater treatment plant by modifying an existing 0.42 MGD wastewater treatment plant which will remain in operation until construction of the new facility is completed, subject to Part III, condition No. C of this new Permit, and 3. Discharge from said treatment works (001) into Brushy Creek which is classified Class "C" in the Broad River Basin, and 4. Discharge storm water from the (002) sump during those times when storm water entering the (002) sump exceeds plant trench wash water needs into Overflow Branch which bears a Class "C" classi- fication and is located in the Broad River Basin. • FOR DATA MANAGEMENT USE ONLY FACILITY NO.
