HomeMy WebLinkAboutNC0027341_correspondence_20221117TVA TENNESSEE VALLEY AUTHORITY 1101 Market Street, BR 2C, Chattanooga, Tennessee 37402 Sent Via Electronic Transmittal November 17, 2022 Mr. John Hennessy (John.Hennessy@ncdenr.gov) Compliance and Expedited Permits Supervisor North Carolina Department of Environmental Quality (NDEQ) 217 West Jones Street Raleigh, North Carolina 27603 Dear Mr. Hennessy: TENNESSEE VALLEY AUTHORITY (TVA) — NORTH CAROLINA HYDROELECTRIC FACILITIES — REQUEST FOR WAIVER OF COMPOSITE SAMPLING AND ANALYSIS REQUIREMENTS FOR NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT RENEWALS TVA requests that 24-hour composite sampling and analysis requirements on EPA Form 2E be waived for upcoming NPDES permit renewal sampling at the hydroelectric facilities listed below. The waiver would allow TVA to utilize grab samples as representative samples for the main station sump and cooling water discharges at the following sites with NPDES permit renewal application dates in 2023. TVA believes that "grab" sampling is allowed in Title 40 CFR § 122.21(g)(7)(iv) for these types of facilities. TVA also requests that sampling be waived for Draft Tube Unwatering Operations (Outfall 002) due to infrequency of discharges. Draft Tube Unwatering Operations typically occur only during outages (approximately every two years) and consists of river water that is unlikely to contain any contaminants from plant operations.
