Elkin Facility Surry County Dear Mr. Moore: The Division of Water Quality has noticed errors in your permit and hereby transmits corrections. The monitoring parameters Total Arsenic and Total Lead should be conducted as composite samples, not grab samples, consistent with your previous permit. Please add the attached correction page to your existing permit and discard the old page. This permit is not transferable except after notifying the Division of Water Quality. The Division may require modification, or revocation and re -issuance of this permit. Please notice that this permit does not affect your legal obligation to obtain other permits required by the Division of Water Quality, the Division of Land Resources, the Coastal Area Management Act, or other federal or local governments. EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS During the period beginning on the effective date of the permit and lasting until expiration, the Permittee is authorized to discharge from Outfall 001. Sample locations: I = Influent; E = Effluent 2. Compliance with this limit shall commence 18 months after the permit effective date. The permittee shall monitor for chlorine only if chlorine is used at the facility. 3. Effluent pH shall not fall below 6.0 nor exceed 9.0 standard units. 4. Chronic Toxicity (Ceriodaphnia) P/F at 1.9%; February, May, August, November; See Special Condition A.(2). 5. Monitoring shall coincide with whole effluent toxicity sampling; analyses by North Carolina -certified analytical methods shall utilize the lowest available practical quantitation levels (PQLs). The sample type for total arsenic and lead is listed as "grab". They were composite in the previous permit. Is an amendment letter possible to correct the sample type? Let me know. Thanks, Mike.
