Stormwater Permit No. SW6211002
B&B Loop Subdivision
Hoke County
Dear Mr. Brown and Mr. Shahbain:
The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater
Management Permit Application for the subject project on October 13, 2021. A review of that
information has determined that the application is not complete. The following information is
needed to continue the stormwater review:
1. The project area does not appear to be located within 5 miles of a public airport. Please
either revise Section II, 5 of the Application or provide the name of the airport that this
project is located within 5 miles of. A list of public airports can be found at the following
link: https://www.ncdot.,(zov/divisions/aviation/Pai4es/nc-aip2orts.aspx
2. Per the provided USGS topographic map there appears to be surface waters (blue line
streams) that are located within the project area. Please do the following:
a. Clearly identify and delineate the banks of the surface water in the main set of
plans (Section VI, 8h). If it is not possible to delineate the banks of the surface
water (as would be the case for a narrow stream), please show the centerline of
the surface water and provide a callout listing the surface area of that surface
water.

b. Clearly show the required vegetated setback from the on -site surface waters in the
main set of plans (Section VI, 8p).
c. Please list the total surface water area in section IV, 6 of the Application. If there
are surface waters on -site but the surface water area is less than 0.005 ac, enter
"<0.01" for this item and treat it as zero for calculation purposes.
d. Please recalculate Section IV, 7, 8, & 10 as needed.
e. Please provide revised deed restriction forms (if required). NOTE: While not
required, you may wish to allocate lot 25 additional BUA to account for the long
driveway that will be required to access the proposed building pad.
3. A low -density project does not have any off -site drainage area components since the
"drainage area" for a low -density project is equal to the project area. Please revise the
information in Section IV, 10 of the Application to reflect this.
4. Please provide a supplement-EZ Form for this project (Section V & Section VI, 3).
5. Please provide calculations for the bypass ditch that runs along the south side of the
project (Section VI, 7).
6. Please provide the riprap sizing calculations for PO 15 (Section VI, 7). Calculations for
the other outlets have been provided, but this one appears to be missing.
7. Please clearly delineate the drainage areas to the proposed vegetated conveyances in the
main set of plans (Section VI, 8o of the Application).
8. The cross -slopes of ditch 1 are shown to be 4:1 and 5:1 in the calculations but are only
shown as 3:1 in the plan set. Please either revise the plan set or calculations for
consistency.
9. Please upload the electronic files for the 10/13/2021 submission (15A NCAC
02H .1042(2)). An email was sent out on 10/14/2021 requesting that the electronic files
for this project be uploaded to our online repository. Please upload these files in addition
to any files that are being modified in response to this request for additional information
letter.
10. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, 1 hardcopy of other
documents, and a response to comments letter briefly describing how the comments have
been addressed.

Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to December 18, 2021, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee. Please reference the State
assigned project number SW6211002 on all correspondence.
If you need additional time to submit the information, please submit your request for a time
extension to the Division at the contact below. The request must indicate the date by which you
expect to submit the required information. The Division is allowed 90 days from the receipt of
a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
