This plant was in place for treating a textile dying process and has been y closed to production since year 2000. The residuals accumulation in the aeration basin, clarifiers, and polishing pond will require cleaning and disposal. This requirement is in place as part of the process for rescinding NPDES Permit NC0003522. The owner intends to remove residuals from these locations and surface apply them to the existing land application sites while maintaining the allowable nutrient loading rates and vegetative cover crops. �1 The land application public access controls will include posting of signs with a minimum area of 3 square feet. Each sign will indicate the activities conducted at each site, permit number and name and contact information. Application rates will be monitored so as not to exceed agronomic loadings. No residuals will be land applied during inclement weather or until 24 hours following a rainfall event of %2 inch or greater in 24 hours. All buffer zones, specifications and restrictions required by NCDENR governing land application will be accomplished. The date, volumes, site location, pounds per acre, and weather conditions will be recorded and incorporated into the annual report. This annual report will also include, though not limited to, yearly soil evaluations, all residuals analysis, loading records of residual constituents, and quantities of applications. Alamac Knit Fabric was acquired by West Point Place, LLC on August 2003. The wastewater treatment facility receives stormwater only. Upon completion of removal and disposal of residuals, permits WQ0004227 and NC0003522 will be requested for rescission.
