Dear Mr. Roden -Reynolds and Mr. Johnson,
The Cedar Mill Townhomes site (Mecklenburg County Tax Parcel Nos. 03105282 and 03105276 (partial)
is approximately 9 acres in extent and is located north of the Rhyne Road and Mt. Holly Rd intersection in
Mecklenburg County, North Carolina (Figures 1 and 2, Attachment A). Cedarmill Townhomes LLC, has
contracted Carolina Wetland Services, Inc. (CWS) to provide Section 404/401 permitting services for this
project. An executed Agent Authorization Form is attached (Attachment B).
On behalf of Cedarmill Townhomes LLC, CWS is submitting a Pre -Construction Notification pursuant to
Nationwide Permit No. 29 to the U.S. Army Corps of Engineers and a Records Only (Non -Notifying) Water
Quality Certification No. 4256 for the North Carolina Division of Environmental Quality (NCDEQ) for proposed
impacts to jurisdictional waters of the U.S. associated with the development of townhomes.
