NC CWS Project No. 2020-0146 Dear r. Rode n-Rey n olds an d M r- Johnson, The idle ild Road Water Supply site is approximately 3 acres in extent and is located southwest of the North Sharon Amity Road and Route 74 interchange in Charlotte_ North Carolina (Figure 1, attached). On behalf of Charlotte Water, Stardec has subcontracted Carolina Wetland Services, Inc- (CWS) to provide Section 404J401 permitting services for this project- An executed Agent Authorization Form is attached (Attachment B)_ On behalf of Charlotte Water.- CWS is submitting a Records Only (Non -Notifying) Nationwide Permit No. 58 to the U.S. Army Corps of Engineers (USAGE) and Notifying Water Quality Certification No. 4276 to the North Carolina Division of Environmental Quality (NCDEQ) for proposed impacts to jurisdictional waters of the U-S- associated with a water line installation. Nationwide Permit No. 58 (Non -Notifying), WQC 4276 (Notifying) The project as proposed qualifies for Non -Notifying Nationwide Permit No. 58 (Utility Line Activities)- Construction actiivities and impacts to on -site jurisdictional waters of the U.S. are below notification thresholds (0.1 acre permanent loss of waters of the U.S.) and will comply with all general and regional conditions of the Nationwide Permit 58 and 401 Water Quality ertification- Proper sediment and erosion control measures will be used to minimize disturbances to downstream graters. All temporary fill will be removed within 180 days and disturbed areas will be sloped, matted, seeded, and livestaked- Idlewild Road Water Supply Non -Notifying Nationwide Permit No. 50 Ncvem be r 30, 2022 CWS Project No. 2020-0946 Stream Impacts - The construction corridor is limited to 40 if at each crossing. - The proposed temporary stream impacts associated with the construction corridor total 180 If All work in jurisdictional waters of the U.S. will be conducted in the dry_ The proposed stream impacts will not result in any loss of waters_ Bank stabilization will be completed using ccir matting and Iivestakes_ As the project proposes minor permanent stream impacts, the project is notifying to DE. . Wetland impacts - The proposed wetland impacts total 0_05 acres of permanent conversion from forested to herbaceous wetland. - The proposed wetland impacts will not result in any foss of waters - The construction corridor is limited to 35 If - The permanent access corri-dor is limited to 30 If.
