4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:"
SR 1007 (Randleman Road) is currently a three -lane roadway with two 12-foot through lanes and a 12-foot center turn lane between Glendale Drive and West Elmsley Drive. North of
Glendale Drive, SR 1007 (Randleman Road) is five lanes with four 11-foot wide through lanes and an 11-foot wide center turn lane. SR 1007 (Randleman Road) is functionally classified as
a minor arterial and had a 2020 Average Daily Traffic (ADT) of 15,600 vehicles -per -day (vpd). Existing sidewalks extend approximately 500 feet north of the W. Elmsley Drive intersection
and approximately 300 feet south of the Glendale Drive intersection on the east side of SR 1007 (Randleman Road). The posted speed limit along SR 1007 (Randleman Road) varies
between 35 miles per hour (mph) and 45 mph within the Project Study Area (PSA). Existing right-of-way width in the project corridor varies between approximately 60 feet to 70 feet. The
surrounding area consists of commercial development and forested land, please see figures in Attachment A, including vicinity map, USGS and soils maps, and map of USACE and DWR
field -verified delineated stream and wetland boundaries.

The purpose of project is to relieve traffic congestion, improve safety and provide improved pedestrian access through the area.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:"
The project proposes to widen SR 1007 (Randleman Road) to two 11-foot wide travel lanes in each direction and a continuous 11-foot wide center turn lane with curb and gutter. Pending a
municipal agreement with the City of Greensboro, the project proposes the construction of contiguous 5-foot to 6-foot wide sidewalks on both sides of the roadway. The project includes the
construction of an approximately 200-foot long retaining wall along the frontage of New Goshen United Methodist Church on the west side of SR 1007 (Randleman Road). The project also
requires tie-ins at the intersections of Glendale Avenue, Shoffner Court, and Nestleway DriveNV. Elmsley Drive. The tie-in at Nestleway DriveNV. Elmsley Drive will extend approximately
250 feet west of the intersection on Nestleway Drive and will extend approximately 475 feet east of the intersection on W. Elmsley Drive. Additional improvements include tie-ins to eight
existing driveways along the project corridor, further coordination may be required with property owners to ensure property access during the construction phase. The project will
temporarily impact 53 linear feet and permanently impact 29 linear feet of Stream B for drainage improvements associated with the road widening. There will be 0.03 acre of temporary
impacts to Wetland A for hand clearing and 0.13 acre of temporary impacts to Wetland B for hand clearing within an overhead utility easement. There will be 0.08 acre of permanent fill
impacts to Wetland B for roadway widening. There will be an additional 0.03 acre temporary impacts and less than 0.01 acre of permanent fill impacts to Wetland B for drainage
improvements associated with the roadway widening. There are 6,991 sq. ft. of mitigable riparian buffer impacts (including 6,339 sq. ft. in Zone 1 and 652 sq. ft. in Zone 2). There is 584
sq. ft. of wetland fill impacts which overlap with mitigable Zone 2 impacts which will be subtracted from mitigation totals. Heavy equipment will work from upland areas to complete work.
