Dave Bailey has agreed that mitigation for 196 ft of stream impacts will be necessary for the streams and mitigation for
0.09 acres of wetlands will be necessary for the wetland impacts. He also included the recommended ratios based on
the info he received. I have cc’d Beth Harmon on this email. Call me if you have any questions.

Hi Jerry, and thanks for the coordination. Yes, NCDOT typically proposes compensatory mitigation at 2:1 for all
permanent wetland impacts and 1:1 for hand clearing impacts that involve a conversion from forested to herbaceous
wetlands and would be permanent maintained. Further, NCDOT typically proposes compensatory mitigation at 2:1 for
all permanent loss stream impacts (e.g. culvert fill, stream re-alignment, etc.) and other permanent impacts such as rip
rap in the stream bed.
Note that the above ratios could potentially be reduced if the wetlands/streams are shown to have reduced aquatic
function via low scores on NCWAM/NCSAM forms.
Compensatory mitigation thresholds we’ve used lately in Division 7 are 0.05 acre permanent wetland impacts and 40
linear feet of permanent loss stream impacts.
So, for U-6018:
196 lf of stream channel at 2:1 (assuming those are all permanent losses of streams via culverts, etc.), and
0.09 acre of wetlands at 2:1 (assuming none of the hand clearing will permanently convert forested wetlands to
herbaceous wetlands).

I have attached the wetland and surface water summary sheet prepared by the consultants for U-6018. Based on the
summaries, NCDOT is proposing to request mitigation for 0.09 acres of permanent impacts to wetlands and 196 feet of
permanent impacts to surface waters. Do you concur with the amounts proposed for mitigation? Thanks and call me if
