Dear Mrs. King:
We are in receipt of your letter dated October 25, 2022, indicating a Notice of Violation for the
exceedance of Total Phosphorus during the month of August 2022. Please see our response below:
During the month of August, the West Brunswick Regional (WBR) had several issues that in turn
contributed to the exceedance of the Total Phosphorus limit. The WBR facility utilizes Aluminum
Sulfate (Alum) for precipitation of Total Phosphorus. Our chemical contracts renewed on July I.
2022, with our FY23 Alum contract being issued to Brenntag Mid -South. In the interim of contract
issuance and delayed delivery of the first tanker load due to supply chain issues (July 30), the
Alum tank at the WBR was emptied. After receiving the Alum supply, we had an Alum pump
failure that has since been replaced. Staff attempted "metering in" of the Alum through the in plant
drain system to nullify effects of the pump failure but could not accurately dose to meet the permit
requirements. There have been no issues since and the Alum delivery schedule from the supplier
has been timely.
