4. Item was discussed during the 20th meeting and it was agreed that all information
necessary to meet the Fayetteville Regions monitoring requirements would be
provided as an "as built" prior to the irrigation system going into operation. It is clear
that this information must be provided to your office and the region prior to putting the
system into operation.
5. Please find the requested letter included in this submittal and tabbed as item AI-5
6. The form RWDS 12-06 specified by the division was downloaded and completed as
requested. Item has been tabbed as item AI-6.
Detailed Plans Items: (DPI)
1. An addendum was added to the front of the Golf Course Irrigation Piping
Specification and the Section 15D Sewer Forcemains specifications that include all
items specified within this item. Both specifications are tabbed as item DPI-1. This
specification was also added to Irrigation Plans Detail Sheet 3 of 3 and Reclaimed
Water Forcemain Plans Detail Sheet 9 of 10.
2. Plans are included and tabbed as item DPI-2.
3. Find included an 81/2" x 11" sign that will be posted at four locations inside the golf
course pro shop and at both the first and tenth tee boxes. The sign is tabbed as item
DPI-3.
4. A note reflecting the requirement to provide the Division with all the easements
complete and properly executed with the Montgomery County Register of Deeds was
added to Reclaimed Water Forcemain sheets 2 through 8.
5. The Irrigation Plans were revised prior to the May 20th meeting and presented, at the
meeting. All items but Hole 11 and Hole 18 were resolved at the meeting on May
20th. The Fayetteville region has provided a letter stating that no state or federal
regulations will be violated if the Town of Troy fills in a small portion of the pond
water hazard on Hole number 11 and no state or federal permits are required. See
tabbed item DPI-5-11 letter for Fayetteville Region. Hole number 18 was revised to
move the spray irrigation system adjacent to the creek back from the creek to insure
that a 25 foot buffer will be maintained. However, when the system is installed the
actual creek bank will have been repaired and will be staked and a minimum 25 foot
buffer will be provided. The remaining two items on hole 18 were discussed at the
May 20th meeting and resolved at that time. Sheets 1 and 2 of the plans will
substantiate this statement. The driving range was revised prior to the meeting and the
comments were resolved.

ADDENDA TO 15D SEWER FORCEMAINS
FORCEMAIN FROM WWTP TO GOLF COURSE & GOLF COURSE
IRRIGATION PIPING SPECIFICATION
1. All reclaimed water valves, storage facilities and outlets shall be tagged or labeled
to warn the public or employees that the water is not intended for drinking.
2. All reclaimed water piping, valves, outlets and other appurtenances shall be color -
coded, taped, or otherwise marked to identify the source of the water as being
reclaimed water as follows:
(a) All reclaimed water piping and appurtenances shall be either colored
purple (Pantone 522) and embossed or integrally stamped or marked
"CAUTION: RECLAIMED WATER — DO NOT DRINK" or be
installed with a purple (Pantone 522) identification tape or polyethylene
vinyl wrap. The warning shall be stamped on opposite sides of the pipe
and repeated every 3 feet or less.
(b) Identification tape shall be at least 3 inches wide and have white or black
lettering on purple (Pantone 522) field stating "CAUTION:
RECLAIMED WATER — DO .NOT DRINK". Identification tape shall
be installed on top of reclaimed water pipelines, fastened at least every 10
feet to each pipe length and run continuously the entire length of the pipe.
(c) Existing underground distribution systems retrofitted for the purpose of
utilizing reclaimed water shall be taped or otherwise identified as specified
in items (a) or (b) above. This identification need not extend the entire
length of the distribution system but shall be incorporated within 10 feet of
crossing any potable water supply line or sanitary sewer line.
3. All reclaimed water valves and outlets shall be of a type, or secured in a manner,
that permits' operation by authorized personnel only.
4. Hose bibs shall be located in locked, below grade vaults that shall be labeled as
being of non -potable quality. As an alternative to the use of locked vaults with
standard hose bib services, hose bibs which can only be operated by a tool, may
be placed above ground and labeled as non -potable water.
5. Cross -Connection Control
(a) There shall be no direct cross -connections between the reclaimed water
and potable water systems.
(b) Where both reclaimed water and potable water are supplied to a reclaimed
water use area, a reduced pressure principle backflow prevention device or
an approved air gap separation pursuant to NC State Regulatory Rule
15A NCAC 18C shall be installed at the potable water service connection
to the use area. The installation of the reduced pressure principle backflow
prevention device shall allow proper testing.
(c) Where potable water is used to supplement a reclaimed water system,
there shall be an air gap separation, approved and regularly inspected by
the potable water supplier, between the potable water and reclaimed water
systems.

Mr. Walls,
As we discussed this morning, the small pond immediately in front of the #11 green at Denson's Creek
Golf Club in Troy appears to be an excavation in high ground with no discrete inlet from surface waters
of the state (although some surface runoff does enter the pond). Although an overflow pipe has been
installed to protect the areas down slope in the event of overflow, it is evident that this pond has no
hydrologic connection to surface waters. It is the therefore the determination of this office that this water
hole is not subject to regulation under Section 401 of the Clean Water Act. No permit will be required
from DWQ for the placement of earthen fill in the water as you have described. Although no permit is
required for this activity; we suggest that care be taken to avoid the possibility of off -site water quality
issues if turbid water is allowed to overflow during the course of this work.
Also, with regard to the bank stabilization proposed on the creek on hole #18, this work can be done
without written concurrence from DWQ as long as the following conditions are met.
1) The length of streambank involved is less than 500 linear feet.
2) All other conditions of GC 3589 are met. This General Certification can be found at the

Should the cumulative streambank impacts exceed 500 feet, or if you are unable to comply with the
General Certification, written authorization will be required. Also, the Corps of Engineers Nationwide
