However, additional information is required before the review may be completed. Please address the items on the attached pages no later than the close of business on January 4, 2023. Please be aware that you are responsible for meeting all requirements set forth in North Carolina rules and regulations. Any oversights that occurred in the review of the subject application package are still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items in Sections A through E, or failure to provide the additional information on or before the above requested date may result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2). Please reference the subject application number when providing the requested information. Cover Letter: 1. It was indicated in the cover letter and the 2021 residuals annual report that the City produced and distributed 5,274 dry tons of solids in 2021 that meet Class A standards, but the permit only allows a maximum of 3,122 dry tons per year to be distributed under this permit. Distributing more than the maximum dry tons per year listed in Attachment A of your permit would be a permit violation, and a permit modification would need to be requested to increase the maximum tonnage in the permit with an associated modification fee. The cover letter does mention that this material was hauled to the Craven County Solid Waste Management Authority to be used for ground cover. According to 15A NCAC 02T .1101(6) in the scope of the Residuals Management rules, residuals that are prepared for land application, used, or disposed of in a solid waste management facility permitted by the Division of Waste Management (DWM) are not regulated under the 02T .1100 rules. Material being sent to a DWM facility for final disposal would not be considered a distributed Class A residual covered under this permit. Please clarify the annual dry tonnage of Class A material that is being distributed under this permit (i.e., not being disposed of in a landfill). If these numbers exceed the maximum dry tons per year listed in Attachment A of your current permit, a permit modification with the associated modification fee shall be provided. B. Application Fee: 1. See A.1. If there is no increase to the dry tonnage in the permit, an application fee would not be applicable. C. Distribution of Class A Residuals (FORM: DCAR 06-16) Application: 1. Item IV.4. of the DCAR 06-16 form state that the approximate amount of final product to be distributed is 1,327 dry tons per year. Please clarify how this value was calculated. D. Operation and Maintenance Plan (O&M Plan): 1. No comments. E. Residuals Source Certification (FORM: RSC 06-16) Form: 1. The RSC 06-16 Instruction Form requests a quantitative justification for residuals production rates for each residuals source being proposed in the application. Item I.B. of the RSC 06-16 form for the New Bern WWTP (Permit No. NC0025348) states that the average amount of residuals being generated at this facility was 25 dry tons per year, which is very low for a 6.5 MGD facility with an average daily flow (ADF) of 4.45 MGD. Please provide a justification for this value in Item I.B. for this source. 2. The analytical results provided for the New Bern Seven WRF (Permit No. WQ0003765) are from 2017. In accordance with the most recent permit's Attachment A, monitoring frequency for this facility shall be annually. Please provide the most recent year's analytical report for this source.
