III. Certification Statement:
I Kendra D. Parrish certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity

treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

RE: WQ0039728 Permit Modification
Thales Academy Holly Springs Expansion - Sewer System Extension Permit
Dear Mr. Robinson,
On behalf of Thales Academy/CaptiveAire, Inc., please find the attached documentation in support of a Fast
Track Permit Modification (FTA 06-21) for the Thales Academy Holly Springs Expansion project. As noted
in the application, this project will include the addition of 231 LF 8" PVC and 68 LF of 8" DIP sewer main
that will serve the Thales Academy Holly Springs Expansion development site (in addition to the 1,620 linear
feet of 8" sewer previously permitted).
The proposed project permit modification will meet all of DWR's minimum design criteria for sanitary sewer
extensions. Permit #WQ0039728 previously approved a flow of 4,500 gpd, while the current project
proposed to increase the flow by 13,500 GPD to a calculated total of 18,000 GPD (based on NCAC 2T Rules
for wastewater flow rates by schools with cafeteria, gym and showers). The proposed sanitary sewer line
sizes are more than adequate to convey the design flow rates.
Please find attached the following information in support of the application:
• Fast Track Sewer System Extension Application (FTA 06-21)
• Flow Tracking/Acceptance Form for Sewer Extension Applications (FTSE 10-18)
• USGS Map
• Street Level Map
• $480 Check for payment of Application Fee
• Copy of the previously approved permit WQ0039728
If you have any questions regarding this request or if you require any additional information, please feel free
to contact me at 919-469-3340 or dbartonewithersravenel.com.
Sincerely
