PROJECT SUMMARY: The applicant proposes to build a 10 slip inland marina with observation pier and boardwalk to service five single-family homes. River View Estates Beaufort County Project Setting The project area is located off of SR 1354 at the end of Cypress Shores Road, adjacent to a man- made canal that connects to the Pamlico River near the City of Washington, in Beaufort County North Carolina. River View Estates is a planned subdivision of t 6. ]acres to establish five single- family home lots, associated common area with an observation pier and boardwalk, and 10 slip docking facility. Historically, the property was the site of asingle-family home and is vegetated primarily with lawn grasses with a border of mixed hardwood species to the north, east and west along the property lines. Aman-made canal exists on the project site running North from the Pamlico River and then turns accross the property towards the east. An area of 404 wetlands with associated plant species forms a border between the high ground portion of the property and the canal. The border of 404 wetlands transitions to an area of coastal wetlands downstream near the entrance to the canal where it joins the Pamlico River. The presence of submerged aquatic vegetation (SAV j was not confirmed through observations from the shoreline however, beds of SAV have been noted along the project site historically and appear in aerial surveillance photographs of the area. Existing man-made features present of the project site include an abandoned single-family home with in ground swimming pool, two storage buildings, and bulkhead along portions of the canal entrance. The project site is bordered both upstream and down by single-family homes. Many of the homes have existing piers in the Pamlico River. The waters of the Pamlico River are classified SC- nutrient sensitive waters by the North Carolina Environmental Management Committee. The man-made canal and the Pamlico River are both closed to shellfishing. Project description The applicant proposes to build f695'X ±6'of boardwalk of which t560'will be located over wetlands to access the docking facility and observation pier. The observation pier as proposed is ±220 ~ t 6'terminating in a ± 35 ~ t 35'octagonal platform. A t 950ft2 gazebo will be centered on the octagonal platform. A combination bulkhead and breakwater ±340'is proposed for the western side of the canal. The structure will be built and function as a bulkhead along areas of high ground shoreline. Slatted breakwater will be built along areas adjacent to wetlands. The docking facility will be located in the corner where the canal turns east. f 4,466ft2 of 404 wetlands and (4,480 ft2 of canal areto be excavated to create the docking facility. Five f 15'X f 3~inger piers are proposed to form 10 boatslips. The applicant proposes to conduct maintanence excavation of ±365 f 38~ -1.8' removing ±925cubic yards of material increasing the water depth in the canal from ±3.3'to ±5.1' Excavation will continue in to the Pamlico River from the canal to create a new access channel f255'X ±24'X -5'. The proposed -5' depth will be achieved by the removal of an average of ± 1.8'of material. All spoil material from excavating activities will be disposed of on a high ground portion of the property. Anticipated impacts The construction of the new access channel and maintanence excavation of the canal will result in the excavation ±37,820 ft2 of river/canal bottom. Construction of the boat basin will result in the excavation of ±4,480 ft2 of 404 wetlands. Bulkhead and breakwater construction will result in the filling of ±680 ft2 of canal/river bottom. The construction of the boardwalk and observation pier will result in the shading of (4,212 ft2 of wetlands shading and (2,695 ft2 of river bottom shading. The project as proposed will result in localized turbidity as a result of construction activities. Mike S. Thomas 24 September 2007 Inner Banks Development, LLC NARRATIVE The project proposed is located in Beaufort County, North Carolina in Long Acre Township. Off of River Road, turn right onto Cypress Shores Road and then onto Back 40 Lane. The total tract acreage is 6.06 acres and contains 1429 linear feet of shoreline, 2.81 acres of wetlands. It is proposed to construct on this site: 5 residential homes with asphalt drives, 340 linear feet of bulkhead, 708 linear feet of boardwalk, a pier with a gazebo and 10 boat slips. Total area of impact due to proposed construction is 0.95 acres. All adjacent properties uses are Residential. Bulk heading Some of the existing bulkhead at the mouth of the entrance canal has restricted the flow from the canal. The results are erosion up-stream from the entrance and sediment deposition at the entrance. The narrow and defective bulkhead is to be removed and replaced with a new section starting at the existing bulkhead on the Pamlico River and being placed on the north side of the canal, a length of 155 LF parallel with the southern bank and at a width of 52 feet which is the average width of the canal beyond the entrance. The newly aligned bulkhead will require an almost even balance of dirt volume and area by uplands being placed in the public trust waters and some of the public trust --- -----waters being filled. This action is intended--to-repair-the erosion and deposition that -- results from the improper bulkhead in current use. The top of the bulkhead will be at elevation 2.3 MSL which is also 2.3 above the N.W.L. The proposed elevation is set low to avoid excessive fill behind the bulkhead and to maintain the integrity of the insitu CAMA vegetation. At any area where bulk heading backs up to wetlands slatted bulkhead style bulk heading will be constructed. The remaining bulkhead will be installed at the site for the 10 slips. Maintenance dredging will be necessary at the mouth of the canal. The excavated material is to be placed on site on upland areas. Docking, Boardwalks, and Piers Proposed Boardwalks will be to allow access to boat docks as well as the pier. There is approximately 7081inear feet of boardwalks. There are 10 proposed boat slips at a size of 12' x 25'. The docking will be 5.0' in width typically and will be constructed of dimensional treated lumber. No services are to be available in boat slips. The proposed pier to be constructed is to extend to a length that allows for 5.0' water depth at the end. The pier will be 6.0' in width and built per engineer's details and is to be 220 feet in length. Upland development The upland area has been approved by the Beaufort County Planning Board for nine residential lots. A previous plan resulted in on-site wastewater permits for five lots and that is the alternative planned for this development.
