USACE COMMENT 12.
Timbermill proposes to provide compensatory mitigation for this project by purchasing credits from the
Great Dismal Swamp Restoration Bank (GDSRB), Timberlake Farm property and/or Hidden Lake
Mitigation Bank (HLMB) to satisfy the compensatory mitigation requirements for wetlands and stream
impacts resulting from the project. Specifically, Timbermill proposes to offset permanent loss of 27.03
acres of palustrine forested (PFO) wetlands and 169 linear feet streams by purchasing credits from
GDSRB and/or HLMB at a ratio of 1:1. Timbermill also proposes to offset permanent loss via conversion
of 18.19 acres of PFO wetlands with a "Low" overall North Carolina Wetland Assessment Method
(NCWAM) and 3.34 acres of PFO wetlands with "Medium" and "High" overall NCWAM functional ratings
by purchasing credits from GDSRB and/or HLMB at a ratio of 0.25:1 and 0.50:1, respectively. Based of
review of the applicant's proposed compensatory mitigation for this project, the Corps has determined
that the proposed plan is inconsistent with similar projects and will require a revised compensatory
mitigation plan. The Corps recommends further discussion regarding proposed mitigation proposal prior
to submittal.
RESPONSE 12.
As requested, Timbermill Wind, LLC (the Applicant) has reassessed the proposed compensatory
mitigation ratios for the Project based on feedback from the U.S. Army Corps of Engineers (USACE).
Based on discussions with USACE, the Applicant proposes to offset the permanent loss of 25.57 acres of
palustrine forested (PFO) wetlands (Table 1) and 191 linear feet of streams (Table 2) by purchasing
credits from the Great Dismal Swamp Restoration Bank (GDSRB) Timberlake Farm property and/or
Hidden Lake Mitigation Bank (HLMB) at a ratio of 1:1. The Applicant also proposes to offset permanent
loss via conversion of 141.99 acres of PFO wetlands with a "Low" overall North Carolina Wetland
Assessment Method (NCWAM) and 11.52 acres of PFO wetlands with "Medium" and "High" overall
NCWAM functional ratings by purchasing credits from GDSRB and/or HLMB at a ratio of 0.50:1 and
0.75:1, respectively.
No mitigation is proposed for the temporary impacts on wetlands, streams, and ditches as these features
would be restored to pre -construction contours and revegetated to pre -disturbance conditions or better
with native herbaceous wetland species. Additionally, no mitigation is proposed for permanent impacts to
ditches as these are mainly man-made linear features that were constructed to drain the area for
agricultural and silvicultural uses and were mostly absent until the 1980s (U.S. Geological Survey [USGS]
1953, 1985).
In total, the Timbermill Wind Energy Facility Project (the Project) proposes to purchase 106 wetland
credits and 191 stream credits from the GDSRB Timberlake Farm property and/or the HLMB (Table 3)
