Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. The proposed retail building and stormwater pond were designed to avoid the riparian buffer completely. The proposed level spreader stormwater pond outlet will be constructed in Zone 2 only. The proposed building and associated parking lot on the site are designed in order to adequately meet the market demand for retail space. The stormwater pond was designed to adequately provide treatment for that design and does not allow space for a level spreader without impacting Zone 2. The stormwater design for the site meets standards in the NC Stormwater Design Manual. No wetland or stream impacts are proposed. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. No construction activities are proposed within Zone 1 of the riparian buffer on the site. All stormwater BMPs will be installed and maintained throughout construction. E. Diffuse Flow Plan la.
