Project Description 3a Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application The site consists of the mowed /maintained airfield, agricultural areas, impervious surfaces (Runway, Taxiway, etc ), airfield drainage ditches, and overgrown areas along drainage way south of the existing runway Adjacent areas are mostly residential, agricultural, and undeveloped woodlands 3b Attach an 8'/2 x 11 excerpt from the most recent version of the USGS topographic map indicating the location of the site — Refer to Attachment A 3c Attach an 8 '/2 x 11 excerpt from the most recent version of the published County NRCS Soil Survey Map depicting the project site — Refer to Attachment A 3d List the total estimated linear feet of all existing streams (intermittent and perennial) on the property 485 linear feet in project area 3e Explain the purpose of the proposed project The proposed project would consist of the removal of obstructions (vegetation, debris, and sediment) from the existing airfield drainage ditches (refer to Figures 2 through 9) Removal of woody vegetation would also be required along the channel south of the existing Runway (refer to Figures 6 through 9) Obstructions within the existing drainage system is currently causing flooding within the Airport Operations Area (AOA) and is also backing up water into the municipal sewer system Flooding within the AOA creates a potential safety hazard in aircraft movement areas and municipal sewer system was not designed /intended for this additional volume of runoff Creating a more efficient dramageway for Airport stormwater would help to correct the safety issue and relieve the overburden of the sewer system In water work would only occur in ditches determined to not be jurisdictional by the United States Army Corps of Engineers (USACE) and the North Carolina Division of Water Resources (DWR) Site photographs are included in Attachment B In addition, the removal of the woody vegetation south of the existing Runway would address the potential for this vegetation to become an obstruction in the runway approach surface Penetrations of a runway approach surface create a hazard to safe airfield operations Such penetrations can be addressed by removal or lowering of the obstruction As discussed in CFR Part 77, the slope of the approach surface applied to each runway end is based on the most precise approach procedure existing or planned for that runway end The overgrown channel south of RW 5 also has potential to provide habitat for nesting birds and refuge for mammals, including whitetaded deer Due to the proximity of this area to the Runway, removal of this vegetation would reduce a potential wildlife hazard as defined in AC 150/5200 -33B 3f Describe the overall project in detail, including the type of equipment to be used The proposed project would consist of the removal of the woody vegetation along channel south of existing Runway Vegetation would be cleared using a long arm bush hog /hydro axe type device to keep equipment out of the buffer as much as possible, supplemented by hand clearing with a chainsaw Downed vegetation would be removed from buffer area by a winch /chain and by hand as needed FORM BA 10 -2013 Page 2 of 6 4. On November 4, 2014, at the request of your consultant Mr. Ed Small of Michael Baker Jr. International, Inc, Anthony Scarbraugh conducted an on -site determinations to review unnamed tributaries (UTs) to Stoney Creek located on the subject property for applicability to the Neuse Buffer Rules (15A NCAC 2B .0233. The features are labeled as "14 -1075 A and 14 -1075 B" on the attached maps initialed by Mr. Scarbraugh on November 19, 2014. The project is located at the end of Aviation Drive near the Town of Pikeville, Wayne County. At your request, Mr. Scarbraugh conducted on -site determinations as stated above. During his review, he evaluated the streams using the DWR Stream Classification Form. He evaluated the stream reach 14 -1075 A at 35 45517 N, 77.97186 W and calculated the score to be 19.25 points He evaluated the stream reach 14 -1075 B at 35.45487 N, 77.97186 W and found evidence that these are a man -made feature not constructed for the purposes of navigational access North Carolina Administrative Code 15A NCAC 02B .0233(3)(a)(ii) states "Ditches and manmade conveyances other than modified natural streams unless constructed for navigation or boat access" are exempt from the riparian are requirements." The form states that if the score is "greater than or equal to 19 points the stream is at least intermittent " The Division of Water Resources (DWR) has determined that a portion of feature labeled as "14 -1075 A" on the attached map, and highlighted in blue is subject to the Neuse Buffer Rules.
