PCS Employee Center Beaufort County Project setting Jeffrey C. Furness, Senior Environmental Scientist, with PCS Phosphate Company, Inc., has requested the attached application be processed under the Express Permit Review Program, for the replacement of a deteriorated solid wooden breakwater system. PCS Phosphate Company, Inc. (PCS) is a mining and refining industry located near the Town of Aurora in Beaufort County, North Carolina. PCS has extensive land holdings in this area of the county bordering the Pamlico River, South Creek and their tributaries. The proposed project involves the replacement of the breakwaters at the Employee Center boat ramp facility off SR 1004 on the Pamlico River at 1629 Hickory Point Road, on PCS Phosphate property. The Employee Center property includes ±120 acres with ±1,400' of shoreline. The bulk of the shoreline is stabilized with bulkhead and/or riprap. The property is a recreation area for the employees of PCS with an employee center, picnic shelters, concrete campsites, playground equipment, asphalt roads and parking areas. As noted, the shoreline is stabilized and at the project site is a boat ramp and launch docks with the two breakwaters projecting into the Pamlico River creating a "basin". The existing breakwaters are solid wooden structures ±80' apart and they extend above the normal water level (NWL) ±2'. The upstream (west) breakwater is ±320' in total length and is made up of a ±278' straight out section and then a ±42' section in a slight upstream direction. The downstream (east) breakwater is ±370' in total length and is made up of a ±293' straight out section and then makes an approximately 45° turn to the upstream direction and continues with a ±77' section. The two end sections of the breakwaters forma ±35' wide entrance into the "basin" area and the existing water depth at the entrance is -6.5' below the NWL. The Employee Center property is vegetated with mowed grass, pines, sweet gum, and in a small area immediately upstream of the project site wax myrtle, and Phragmities. Upstream of the property (±660') is the Aurora Beach development with homes, stabilized shoreline and numerous pier structures. Downstream of the property (±1,310') is the Hickory Point development with homes, stabilized shoreline and numerous pier structures. Pamlico River at the project site is classified as SB-NSW by the Environmental Management Commission. Pamlico River at this location is classified as coastal water and is not open to shell fishing. The site is ±4.5' above normal water level and the river is ±3.4 miles wide at this location. PCS Phosphate Company, Inc. PCS Employee Center Beaufort County Page two Project description The applicant proposes to replace the deteriorated solid wooden breakwater structure (±690' total) in the same alignment with a slotted vinyl breakwater to protect the boating access and boat ramp at the PCS Recreation Center on the Pamlico River. A series of 2" wide slots are proposed every 2' and these openings will run from the bottom contour to within 7" of the top of the structure. The maximum height of the replacement breakwaters will be 1.0' above the NWL. No earthen fill is proposed with this project. Anticipated impacts The project as proposed will result in the filling of ±2,070 ft2 of river bottom associated with the installation of the breakwaters. The project will result in localized turbidity as a result of the construction activities. David W. The application is to remove and replace the two previously permitted existing wooden breakwaters that form the boat launch access at the PCS Employee Center. These breakwaters will be replaced with vinyl in the exact location as they are currently, with two major design differences. First, they will be a maximum of one foot above the normal water line, instead of the existing two feet. Second, atwo-inch slot will be cut into each 24-inch wide vinyl panel, in order to meet the requirement for a gap of at least 1-inch of open area per linear foot of breakwater. The existing breakwaters have deteriorated to the extent that they are becoming non-functional. The replacement breakwaters will be in the exact location of the existing breakwaters. As indicated on the enclosed drawing, the breakwaters will be 525 series vinyl 2' x 14' sheets hydraulically driven 7' into the ground. The pilings are 8" in diameter and 16' long, and the whalers are 6"x 8", all tied together with 3/" galvanized bolts. The upstream breakwater is 320' and the downstream breakwater is 370'. The existing breakwaters are approximately 2' above the normal water line. The replacement breakwaters will be no higher than 1' above the normal water line. Into each 24"-wide panel of vinyl, a 2" slot will be cut as illustrated in order to meet the requirement for a gap of at least 1" of open area for each LF of breakwater.
