I’ve reviewed your application requesting a modification of Corps GP 291 (2013-01039), CAMA Major Permit 104-11 and
WQC 3900 (14-1219) to include sand excavation and subsequent dune construction on the north side of New Inlet in
Dare County as necessary to protect NC 12.
Water Quality Certification No. 3900 is issued for these activities (DWR project # 14-1219 v.2). Written approval is not
required provided the thresholds listed in a) ii) are not exceeded and that all the
conditions in the certification can be met. If any of the conditions cannot be met, written approval may be required. Let
