Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The general land use of the project site is -70% grass/weeds/brush and -30% trees. An intermittent stream and a 20" sewer line run east/west cutting across the approximate center of the the project area. The general land use in the area is residential being individual homesites and apartments. 4b. Explain the purpose of the proposed project: * The purpose is to construct an RV Park for travelers. This part of Johnston County is rapidly growing and with closeness to 1-40 there is demand for an RV Park. Temporary overnight parking is also needed by construction workers doing short term jobs in the area. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The project will have 43 RV sites. There will be a necessary road crossing to access the southern portion of the property where 14 RV sites will be installed. The road crossing will impact stream, wetlands and Neuse buffer. There will be impact from the riprap from SCM 1 &2. A motor grader will grade the entrance road, a track hoe will install the crossing, a pipe crew with a backhoe will install the sanitary sewer. The road will be asphalt and all disturbed areas will be stabilized with a ground cover. 5. Jurisdictional Determinations 5a. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The road crossing used headwalls to minimize the stream length impact. The riprap at the culvert was placed flush with the bottom of the channel to minimize the stream impact. The sewer is gravity which doesn't give as much latitude in determining the crossing location however the buffer impact was still perpendicular. Pump around is required for the crossing instillation. lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The contractor will be advised not to perform any construction in the stream and buffers during wet periods, during high flows and when rain is expected. A pump around will be used to divert stream flow during the crossing installation. Temporary sediment control is required to protect the stream and the contractor will be required to follow the approved sediment and erosion control plan will be followed. 2. There is no habitat on the project site, the property north of the Stream 1 has been timbered, the southern portion does not have old growth pines.No affect. 2) Neuse River Waterdog "need clean, flowing water characterized by high dissolved oxygen concentrations." The stream is heavily laden with sand, probably from clearing and construction upstream. The project site water is not clean and no evidence of dissolved oxygen. No affect. 3) Carolina Madtom prefer clean water with permanent flow and are not tolerant of siltation and turbidity. As previously stated the stream is impacted by clearing and construction up stream which causes the water not to be clean, also no adequate food as midges, caddisflies, mayflies were found. 4) Atlantic Pigtoe -"The preferred habitat of the Atlantic pigtoe is coarse sand and gravel at the downstream edge of riffles. It is less common in sand, cobble and mixtures of sand, silt and detritus (Bogan and Alderman 2004)." No habitan no affect. 5) Monarch Butterfly "are found in meadows, roadsides, and sandy areas where milkweed plants grow." No milkweeds or any Monarch butterflies werew found on the project site.
