The North Carolina Division of Water Resources conducted an inspection of the Village of Bald Head
Island WWTP on 11/22/2022. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0000193. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report". There were no significant issues or findings noted during
the inspection and therefore, a response to this inspection report is not required.

Inspection Summary:
A routine compliance inspection of the Bald Head Island WWTF was conducted on November22, 2022. The purpose of the
evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit
WQ0000193. Nate Lindsay, ORC, was present during the inspection.
The Village of Bald Head Island WWTF consists of a Sequencing Batch Reactor (SBR), reclaimed water generation system
and is permitted for 300,000 gpd. Non -discharge disposal consists of a 52.2-acre conjunctive utilization system (Site C-1), a
3.43-acre conjunctive utilization area (Site C-2), a 46.3-acre dedicated site (NC-1) and two high -rate infiltration basins (Basin
#4, Basin #5). There are four reclaimed water storage structures: Conservation Pond, Irrigation Pond, Pond 6 and Pond 7.
There has been a recent change in the ORC and BORC for the facility. The new ORC has had manufacturer's consultants on
site to help fine tune the operation of the plant towards more efficient treatment In addition, the facility has a new SCADA
system to better monitor and operate the plant and collection system. The average yearly flow for 2021 was approximately
half of the permitted flow, but the summer months can reached levels at approximately 80% of the permitted flow. The
Village is already in the planning stage for a future upgrade to the plant
It was noted during the inspection that the composite sample is collected before the UV system. The tubing had some scum
build-up and was long in length from the compositor. It might be benenficial to locate the compositor to collect the
composite sample after the UV disinfection and shorten the length of the tubing for easy cleaning or replacement.
The facility is compliant with Non -Discharge Permit WQ0000193. Please review the comment sections of the inspection

Comment: From the 223,000 gallon aerated equalization basin, influent flows to the three SBRs. Two of
the three 155,000 gallon SBRs were in service during the inspection due to lower flows. The
facility has a carbon source, liquid alum and alkalinity chemical feed systems. Currently, the
alkalinity feed system is not needed. The pH sensors in the reactors are in the process of
being ordered and replaced. Process control testing includes settleometer tests, colormetric
nitrate tests, pH and DO.

Comment: Operational and maintenance records were available for review. A new SCADA system allows
the operators to monitor the plant operations, alarms and track trends. Staff has limited
operational control through SCADA on their phones on off -hours to allow enough
time to get
back on the island if needed. Samples are relinquished on the chain of custody
to Envirochem
Lab before cooler is placed on the ferry to the main land as required. A review of records since
the last inspection in 2021, show an enforcement issued in February 2022 for TSS and TP,
a
NOV in July 2022 for Fecal and ammonia and a NOV in August 2022 for ammonia and TP.
MW-1, MW-5, MW-7 and MW-8 have had sporadic exceedances in TDS which is typical of an
island environment and the Wilminaton Reaional Office continues to monitor the
trends.
