The North Carolina Division of Water Resources conducted an inspection of the Bald Head Island
Collection System on 11/22/2022. This inspection was conducted to verify that the facility is operating
in compliance with the conditions and limitations specified in Collection System Permit No. WQCS00276.
The findings and comments noted during this inspection are provided in the enclosed copy of the
inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted
during the inspection and therefore, a response to this inspection report is not required.

Inspection Summary:
A routine compliance inspection of the Bald Head Island Collection System was conducted on November22, 2022. The
purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified
in Permit WQCS00276. David Mintz, ORC, and staff were present during the inspection.
The Bald Head Island Collection System serves a population of approximately 2000 and generates a current average flow of
0.158 MGD. The system consists of a pressure sewer system with 1,214 simplex pump stations, 5 miles of gravity sewer
and 0.6 miles of force main with 58 duplex pump stations. Improvements since the last inspection includes a new SCADA
system, an additional CCTV camera and the start of replacing rail systems, pumps and electrical panels in six of the lift
stations. More lift stations will be updated each year. In addition, the Village is in the process of transitioning from paper to
electronic records for more efficiency.
Five of the six main pump stations were inspected during this inspection. The new SCADA system has improved the
monitoring and operation of the pump stations since the last inspection. Visual and audio alarms were operational, 24-hour
notification signs were posted and stations were secured. The on -site generator at the Primary Main Pump Station was not
functioning properly when tested. Staff indicated that repairs are scheduled and a portable generator is on stand-by if needed
until repairs are made.
The facility is compliant with Collection System Permit WQCS00276. Please review the comment sections of the inspection

Comment: The Primary Main Pump Station's on -site generator did not function properly when tested
during the inspection. ORC indicated, the day after the inspection, that repairs are scheduled
and a portable generator is on stand-by if needed until repairs are made. All visual and audio
alarms tested were operational. All pump stations are connected to the new SCADA system
and high level alarms call the operator until they are acknowledged. All pump stations
inspected have a 24-hour notification sign posted and are secured.
