Signature Print Name: * Lindsay Crocker Signature: * INTER-OFFICE MEMORANDUM DATE: November 28, 2022 TO: Katie Merritt, Nutrient Offset and Buffer Banking Coordinator Division of Water Resources (DWR) FROM: Lindsay Crocker, Eastern Regional Supervisor Division of Mitigation Services (DMS) RE: Tar River & Bowman Follow Up Work Request for DWR Review & Closure TAR RIVER (DMS ID—97071; DWR ID—2016-0233 v2) DWR and Mogensen Mitigation attended a close out site visit on 5/25/2022 following five years of monitoring. During the site visit, an area near vegetation plot 31 was identified as having low stem density that DWR requested a replant. DMS coordinated the planting specifications with DWR via e-mail and planted the area with soil amendments (topsoil and compost) on 10/10/2022. The area was measured as 90’ x 30’ (2,700 sf). Although the vegetation plot in this area met success criteria with planted and volunteer species, this area has some larger, mast-producing trees and shading that have impacted the tree vigor. Due to these conditions, larger size trees and specific understory species suitable to the existing vegetative community were selected. BOWMAN (DMS ID--44; DWR ID--2007-2252 v2): DWR and DMS attended a close out site visit 9/21/2022 following five years on monitoring. During the site visit, an area near vegetation plot 1 was identified as low density that DWR requested a replant. DMS coordinated the planting specifications with DWR and planted the area with soil amendments (topsoil and compost) on 10/7/2022. The area was measured as 130’ x 30’ (3,900 sf). Although the vegetation plot met success criteria, this area has mast producing walnut trees with allelopathic properties. Due to these conditions, larger trees with allelopathic properties suitable for the existing vegetative communities were selected. Additionally, since the low density areas on Bowman are also located in areas where mature Black Walnut trees are present, it is recommended that juglone-tolerant woody species are planted. With these site characteristics in mind, I do not see any issue with the species and sizes you want to plant at the Tar River and Bowman sites. These are all Juglone-tolerant listed according to Penn State Extension. They are also appropriate understory shrub/tree for shade tolerance, and the soils and characteristics of both sites. Please let me know if you see any issue, and I will get these planted ASAP.
