Yes- the applicant decided they want to move forward with Phase 2 of the project, which will require one additional crossing. The engineer also determined that they can narrow the other proposed crossings, so overall impacts are less than previously proposed. I will coordinate with the engineer to get you updated plans that also address your comment about the culverts. Thanks! Kim On Tue, Nov 29, 2022 at 1:35 PM Snider, Holley <holley.snider@ncdenr.gov> wrote: Good afternoon Kim, The DWR has reviewed the above referenced project and the information contained in the application lacks the information necessary to ensure that the project design has avoided and minimized impacts to surface waters and wetlands to ensure any remaining surface waters or wetlands, and any surface waters or wetlands downstream, continue to support existing uses during and after project completion, in accordance 15A NCAC 02H .0506 (b)(1). Specifically the wetlands crossings B & C have not been designed with pipes to ensure the hydrologic connectivity of the wetlands is maintained. As proposed the road and associated wetland fill will sever connectivity in the wetlands and therefore is not consistent with the wetlands standards found in 15A NCAC 02B .0231. Additionally discussions with your staff indicate the scope of the project is changing and additional impacts may be proposed that are not presented in this permit application. The DWR is placing the project on hold until the above requested information is provided. Any updated impact maps and associated application documents should also be submitted that demonstrate the full scope of work proposed. Please feel free to call or email me if you have any questions.
