Dear Ms. Price,
The Corrosivity, Ignitability, and Reactivity analysis was inadvertently left off of the
analysis conducted on TWSA's lime residual during 2009. This error became apparent
when I started to put together the 2009 sludge report.
Due to construction, the TWSA has not been generating residuals since the beginning of
2010 but we have been dewatering raw sludge and sending this product to the landfill. I
had the subject analysis performed on this raw sludge. Additionally there was a small
quantity of residuals left on the storage pad (< 50 lbs) and we had the analysis performed
on this material. I have forwarded you a copy of these results.

On May 6, 2010, staff of the NC Division of Water Quality (DWQ), Aquifer Protection Section (APS),
inspected the subject wastewater treatment and disposal system. We wish to thank Mr. Stan Bryson, who
was present and assisted during the inspection.
The following item specifies the permit condition that was in violation during the time of the inspection.

III. MONITORING AND REPORTING REQUIREMENTS
Condition 3. requires a corrosivity, ignitability and reactivity analysis be conducted by the
Permittee annually.
A review of the 2009 Annual Report shows that the ignitability and reactivity analysis were not
conducted.
You are required to provide a written response to this Notice within 15 days of receipt. Please
include in your response all corrective actions already taken and a schedule for completion of any
corrective actions not addressed.

The inspection included a review of 2009 Annual Report.
The Ignitability and Reactivity analysis was not conducted in 2009.
The WWTP is being upgraded. As part of the upgrade, a Fenton Dryer will be installed to process residuals.
Residuals have been hauled to the landfill since Jan. 2010, they do not expect to produce any Class A product this year.
The permit should be modified to include the Whittier WWTP as a residuals source. The facility is currently permitted to
distribute 250 dry tons/year. In 2009, 205 dry tons were distributed. The permittee might consider increasing the
permitted volume with a permit modification.
An Notice of Violation will be issued for failure to monitor for Ignitability and Reactivity.

A review of our records shows that on the dates noted in the NOV (9/7/07 and 11/8/07),
we had calibrated the ph meter and logged in the facilities log book that the 24 hour ph
analysis had been performed. The operator failed to log the result on the form. A more
careful approach to handling data should result in no further violations of this type.
On 11/19/07 the two hour ph analysis showed the ph to be above 12 and it is thought that
the ph of 11.91 on the initial sample was the result of improper mixing of the sample prior
to analysis. Personnel have been instructed in the proper procedures for sample analysis
and in the event that a sample fails to reach criteria these residuals will not be made
available for distribution to the public.
Three copies of the TCLP analysis are included with this correspondence and we regret
the omission of this item from the report.
