Project U-3823 Merger Team Meeting Minutes- January 20, 2004 A concurrence meeting for the subject project was held in the Transportation Building on January 20, 2004. The purpose of the meeting was to complete approval for Concurrence Point 4A, Avoidance and Minimization. U-3823 Concurrence Meeting Minutes 2 February 3, 2004 introduction of the project, the floor was opened for questions and/or comments from the attendees. Discussion on Concurrence Point 4A • Eric Alsmeyer noted that in previous merger team meetings for this project, the agencies had wanted further discussion regazding the use of equalizer pipes in the Bloomery Swamp bridge design during the Concurrence Point 4A and Point 4B meetings. Further discussion was also needed regarding the stormwater management plan for the project. Randy Henegar stated that the use of any equalizer pipes. would be dependent upon the results of the hydraulic modeling, which is not yet complete. At this time, the grade of the bridge can be raised an additional foot higher than has been presented in previous meetings, giving the bridge a total clearance of approximately 5 feet. Eric Alsmeyer asked if the addition of equalizer pipes would provide any additional flood control; Randy replied that equalizer pipes have not made a difference in any of the models already tested, especially with the additional bridge cleazance. • John Hennessy asked what the potential cost would be to add equalizer pipes; it was estimated in the Point 3 concurrence meeting (August 14, 2003) that the cost would be approximately $50,000 per equalizer pipe. John also asked if the road could be kept open while the pipes were installed; Randy replied that installation would involve lane closures or the overall detour of traffic. John asked what size pipe was being considered; Randy stated that Hydraulics had considered a 60-inch pipe and reemphasized that the model isn't affected by the addition of any equalizer pipes, even of this lazge size. John asked if there was a backwater effect expected with the new bridge under normal flow conditions; Randy said that there would not be. • Gary Jordan and Travis Wilson stated that they would be willing to drop the request for equalizer pipes in the bridge design. They felt that raising the bridge clearance, as planned, alleviated their concerns-for providing adequate wildlife passage and negated the need. for equalizer pipes. It was agreed that equalizer pipes would not be required at this time, but that Randy Henegaz would present more information at the Concurrence Point 4B meeting once further hydraulic .modeling had been completed. John Hennessy asked if re-aligning the road in order to avoid the cemetery had created any additional. wetland impacts. Jerry Page said that it did not; Charles Cox added that on a section adjacent to the cemetery, the widening is on the opposite side of the road from wetlands, thereby. lessening the total wetland impact from what was originally designed. There will still be only one residential relocation as a result of this project. • Chris Militscher asked if there were any additional wetland impacts due to the turn lanes proposed as part of this project. Jerry Page stated. that there would not be. U-3823 Concurrence Meeting Minutes 3 February 3, 2004 • Randy Henegar noted that there were currently three proposed locations for hazardous spill basins along the project. In addition, there would be the opportunity for buffer mitigation. Further information regarding the sizing and placement of the hazardous spill basins will be presented in the Concurrence Point 4B meeting. Concurrence Point 4A was then approved by the merger team. Avoidance and minimization measures include: • A "best-fit" alignment was used to minimize wetland impacts. • In the vicinity of Bloomery Swamp, widening will occur on the south side of the existing roadway, as wetlands on the northern side of the road were determined to be of higher quality. • In the vicinity of Bloomery Swamp, the roadway typical will be reduced to a four- lane section in order to minimize wetland impacts. • Hazardous spill catch basins will be installed at both Bloomery Swamp and at the Unnamed Tributary in order to minimize the effects of any illicit discharges from the roadway. • 2:1 slopes will also be included in the design in the wetland area. In addition, hazardous spill catch basins will be added at the tributary to Bloomery Swamp. 2:1 slopes will also be included in the design in the wetland area.
