guilty Thursday

The president of a paving company accused of helping defraud state and federal governments out of
$87 million in road projects is expected to plead guilty Thursday.
Carl “Drew” Boggs, president and CEO of Boggs Paving Inc. of Monroe, is scheduled to enter his
guilty plea before U.S. Magistrate Judge David Cayer shortly after 10 a.m. at the federal courthouse in
Charlotte, according to records.
Boggs and four employees have been accused of receiving millions in federal and state highway
contracts by exaggerating the role a minority-owned contractor played in the work.
The other four have pleaded guilty. So has John “Styx” Cuthbertson, the minority contractor from
Wingate who joined the scheme. Michael Gordon
