Distribution of Class A Residuals
Statewide
Jason Smith,
The 2021 Residuals Annual Report for Granville Farms Class A Residuals
Distribution program was reviewed by WQROS staff on October 18, 2022. The report was
submitted by Soil Plus, LLC. In 2021, Granville Farms collected and distributed
approximately 6060.40 dry tons of residuals sourced from four facilities listed in
Attachment A of the permit: Dunn WTP, Mallinckrodt LLC, Town of Franklinton WTP, and
Winston-Salem Biosolid Dryer at Archie Elledge WWTP.
48.05 dry tons were sourced from Dunn WTP, 3.95 dry tons were sourced from
Mallinckrodt LLC , 3.98 dry tons were sourced from Town of Franklinton WTP, and 6,004.4
dry tons were sourced from Winston-Salem Biosolids Dryer. A certification form was
submitted and was signed. The permit states a maximum dry tons per year limit of 22,377.
TCLP analyses were completed for all four facilities. TCLP is required annually for all
four facilities.
Metals and Nutrients analyses were completed as required with no exceedances of
limits. Metals and Nutrients analyses are required annually for Dunn and Town of
Franklinton, 1 time per year for Mallinckrodt LLC based on the actual dry tons applied
during the year, and 6 times per year for Winston-Salem based on the actual dry tons
applied during the year.
Pathogen and Vector Attraction reduction is required for Winston-Salem and was
completed as required. Soil Plus stated in the report that City of Winston-Salem employees
provided the Pathogen and Vector Reduction data, but that the City did not want City
employees signing/certifying forms for a permit not owned by the City. A review of the
same forms submitted by the City of Winston-Salem for their Residuals Annual Report for
permit WQ0029804 indicates that the forms were signed/certified for that report.
Pathogen and Vector Attraction reduction is required for Mallinckrodt LLC if the residuals
