Please find enclosed a PCN application foi the refeienced project dated January 5, 2011
The purpose of the project is to remove a failing culvert from UT -Boone Creek and to
stabili7c the stream banks and channel bed at the pipe location and upstream for
appioximately 60 linear feet A NWP -27 is requested to complete the proposed work
One coiutesy copy of the PCN application is being piovided to the NCDENR, Division
of Watci Rcsources and one copy of the PCN application is being provided to the NC
Wildlife Resouice Commission. McGill Associates, P.A, is the Authorized Agent (two
forms Included) and should be copied on all project correspondence. Please let us know if

[tie Alray Tire Pipe Removal and Stream Stabilization Project is located at 124 Realty Row in Boone and involves an
unn imed inbutary to Boone Creek UT -Boone Creek) 150' west of Realty Row within the Boone town limits The Protect
tributary is a blueline stream on the USGS Boone NC topographic quadrangle The Project Site has a drainage area of
}p�aximately,_9 32 acres set in a mostly urban setting with commercial areas hi hwa s and parkinct lots mixed with
residential and patchwork forest The Protect Site consists of approximate) 130 If of stream channel including an existing
96` x 50' CMP located between Alrav Tire commercial business (Owned by Harold Cole) on the east side and property
gymcd u the he Town of Boone containing a sewerhne easement on the west side The condition of the 96" CMP is
severe1 de_y_ teriorated, the bottom of the pipe has rotted out and a large sink hole has deveIgged above the pipe The
streamchannel in the protect vicinity is severely degraded from encroachment bank erosion trash head - cutting and
huh volumes of stormwater Between April of 2014 and October of 2014 the already degraded stream downcut

I he proposed proiect will involve the removal of the existing dilapidated pipe the construction of a retainingwall behind
ttie Air ay l ire building the installation of grade control structures m the stream channel and stabilization and planting of
_v_egetation along the channel banks Because the protect will occur along the property line between the Town of Boone
and Nray Tire, the two parties are joint applicants and are cooperating -to complete destgn, e rmithng and construction
phases of this project The protect will be pursued as an emergency prodect because of the potential damage to the Alray
dire Building and potential environmental damage that may occur if the pipe collapses in a storm event It is therefore,

requested that work be allowed to commence as soon as permits are approved and weather permits Project construction
will commence in the following manner

n rap and a ter �orary erosion control mat A pump - around stream diversion will be installed prior to commencement of
wort• and will be maintained during all periods of in- channel work Riprap will be placed in all disturbed channel sections
during construction so flow can be returned to the channel at the end of eapb a
Rotaining Wall The owner of the Alray Tire building will begin construction of a stacked concrete block, mass retaining
wail the base of the wall will follow the property line with the Town of Boone The bottom of the wall will be on solid
grot'nd. at or near the current streambed elevation the proposed to of the wall will be approximately. elevation 3174
behind the butldingand will taper down as it approaches the southern property boundary The wall will be constructed of

Grado Control and Channel Stabiliratlon Phase The town of Boone will install three concrete block grade control
structures as shown on the attached plans The grade control structures will be used to raise the channel bed back to the
pte_viously ewspng elevation (approximate) and allow for a stable transition through the area of the old pipe Between the
gL,�de control strictures the channel bed will be filled with a mix of existing bed material, cobble, gravel and boulders the
channel will be shafted to create pools and riffles there will not be vertical drops over the rct ade control structures The
reconstructed channel will have an approximate bankfull width of 12 -feet area of 9 sq ft and mean depth of 0 75 -feet A
law•flow channel, aj)f)roximately 3 -4 feet -wide will be constructed with an inner -berm slopin at rou hl 3 1 extendmg to
bankfull A narrow bankfull bench will be established on the left bank (wall side) and slope tip to the wall at 3 1 The
betich and slope will be seeded with riparian seed mix, matted with coir mat and planted with live stakes The right bank
will be similarly shied with the bankfull bench tying into the existing,vegetated slope to the extent possible Where
yeclelated banks do not exist the e upper right bank will be sloped up to the elevation of the sewer easement and
stabilized
