The Division of Water Quality (the Division) hereby issues this final permit for the subject facility.
This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and
the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated May 9, 1994, or as subsequently amended.
Sludge Drying Beds. The Division understands that you have abandoned the sludge -drying beds
previously used at your facility. We have therefore removed these treatment system components from
your final permit facility description.
Concerning Total Residual Chlorine. Since your last permit renewal, the Division has adopted a
stream standard for chlorine. The Division has therefore added a TRC limit of 28 µg/L to your permit, in
keeping with other NPDES permits statewide. Please note that you may need to acquire additional
instrumentation, equipment, and/or services adequate to monitor and control chlorine at this
concentration. This limit shall become effective 18 months from the permit effective date.
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable, you have the right to an adjudicatory hearing upon written request within thirty (30)
days after receiving this letter. Your request must be in the form of a written petition conforming to
Chapter 150B of the North Carolina General Statutes, and must be filed with the office of
Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless
such a demand is made, this permit shall be fmal and binding.

SUPPLEMENT OT EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
SPECIAL CONDITIONS
A. (2.) CHRONIC TOXICITY PERMIT LIMIT (QUARTERLY)
The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality to
Ceriodaphnia dubia at an effluent concentration of 13%.
The permit holder shall perform at a minimum, quarterly monitoring using test procedures outlined in the "North Carolina
Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised February 1998, or subsequent versions or "North Carolina Phase II
Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The tests will be performed
during the months of January, April, July, and October. Effluent sampling for this testing shall be performed at
the NPDES permitted final effluent discharge below all treatment processes.
If the test procedure, performed as the first test of any single quarter, results in a failure or ChV below the permit limit,
then multiple -concentration testing shall be performed at a minimum, in each of the two following months, as described in "North
Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions.
The chronic value for multiple concentration tests will be determined using the geometric mean of the highest
concentration having no detectable impairment of reproduction or survival and the lowest concentration that does have a
detectable impairment of reproduction or survival. The definition of "detectable impairment," collection methods, exposure
regimes, and further statistical methods are specified in the "North Carolina Phase II Chronic Whole Effluent Toxicity Test
Procedure" (Revised -February 1998) or subsequent versions.
All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring
Form (MR-1) for the months in which tests were performed, using the parameter code TGP3B for the pass/fail results and
THP3B for the Chronic Value. Additionally, DWQ Form AT-3 (original) is to be sent to the following address:

Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Branch no later than 30 days after
the end of the reporting period for which the report is made.
Test data shall be complete, accurate, include all supporting chemical/physical measurements and all
concentration/response data, and be certified by laboratory supervisor and ORC or approved designate signature. Total residual
chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste
stream.
Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the
permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name,
permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area of the
form. The report shall be submitted to the Environmental Sciences Branch at the address cited above.
Should the permittee fail to monitor during a month in which toxicity monitoring is required, monitoring will be required
during the following month. Should any test data from this monitoring requirement or tests performed by the North Carolina
Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re -opened and modified to
include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control
organism survival, minimum control organism reproduction, and appropriate environmental controls, shall
constitute an invalid test and will require immediate follow-up testing to be completed no later than the last
day of the month following the month of the initial monitoring.

Concerning Fecal Monitoring — Previous Fact Sheet (2000) noted high colony counts in
the effluent and irregularities in fecal coliform reporting. Therefore monitoring was
increased to Daily for the 2000 permit, and this was also included in the draft 2005
permit.
Upon review and at the request of the Permittee, the Division revisited fecal coliform
results and concluded that levels appear in compliance with the permit. Therefore, the
final permit reflects Weekly monitoring, as appropriate for this Grade II facility.
However, the Permittee has consistently reported fecal coliform Weekly (instead of
Daily) over the last permit cycle. While there are no limit violations (LV), the Division
has noted multiple (often weekly) reporting violation (RV). This will be corrected in
BIMS with the issuance of this permit.

INTRODUCTION
City of Claremont - North WWTP (herein referred to as the Permittee or Claremont North) requires a
National Pollutant Discharge Elimination System (NPDES) permit to dispose treated wastewater to
the surface waters of the state. The Permittee's 5-year NPDES permit has expired and they have
requested renewal from the Division of Water Quality (the Division). This Fact Sheet summarizes
background information and rationale used by the Division's NPDES Unit to determine permit limits
and conditions.
FACILITY RECORDS REVIEW
Facility Description. Claremont North WWTP (Table 1) is a 0.100 MGD Publicly Owned
Treatment Works (POTW) utilizing a parallel dual -train activated sludge wastewater treatment
system consisting of a 0.040 MGD train and a 0.060 MGD train, both discharging through Outfall
001. Although, this facility is Class II based on flow (<0.500 MGD) and does not require nutrient
reduction processes. This facility has no Significant Industrial User (SIUs).

Staff Report. Morrisville Regional Office (MRO) conducted an annual facility inspection and Samar
Bou-Ghazale, P.E., prepared a Staff Report dated May 5, 2005. The MRO staff found the facility in
good condition and in compliance with the permit, recommending that the NPDES Program renew
the permit in accordance with the basin plan.
COMPLIANCE REVIEW
Division Records and Permittee's Renewal Application. Claremont North began operation in
1974 when the plant's permitted capacity was 0.060 MGD. This last permit expired on July 31, 2005
and the Division received prompt documentation to renew (Short Form 2A) on January 31, 2005.
Waste Load Allocation (WLA). The Division prepared the last WLA in March 1995 and developed
effluent limits and monitoring considering an in -stream waste concentration (IWC) of 13 %. The
Division judges these limits and monitoring requirements to be appropriate for this renewal with the
exception of the additions and deletions listed below (see PERMITTING APPROACH SUMMARY).
Verifying Existing Stream Conditions. This facility discharges to Mull Creek [Stream Segment 11-
76-4], a Class WS-IV stream within the Catawba River Basin. Mull Creek is not "impaired" [not
303(d) listed].
Discharge Monitoring Report (DMRs) and Effluent Data Review. DMRs appear regular,
thorough, and complete. The Division reviewed 18 months of DMRs (January 2004 through June
2005). Monthly effluent flows for this time period overall averaged 0.50 MGD with a high of 0.62
MGD. The Division notes that effluent flows approximate 50% of permitted capacity. Higher flows
(non -compliant average 0.121 MGD) were reported in June of 2005 explained by the Permittee as
questionable flow readings from a meter undergoing maintenance.
Effluent Total Residual Chlorine (TRC). The permittee currently chlorinates and its effluent but is
not restricted by a TRC permit limit. A Daily Maximum TRC limit of 28 µg/L will be added to the
permit in accordance with statewide policy and the new stream standard for chlorine.
Whole Effluent Toxicity (WET) Testing. The Division reviewed quarterly Whole Effluent Toxicity
records from January 2001 through April 2005 (14 quarterly tests). The Permittee passed all quarterly
toxicity tests.
Notices of Violation (NOVs) and Penalty Assessment. The Division examined compliance records
from January 2003 through July 2005. This facility received no violations or assessments during this
time period.
Pretreatment Compliance. This facility does not have Significant Industrial Users (SIUs).
Therefore, this NPDES permit does not require a Long Term Management Plan (LTMP) or
pretreatment program, as specified by federal regulations 40 CFR 403 and Title 15A NCAC 2H.0900
of state regulations.

Toxicant Chronic and Acute Impact — Pollutants of Concern (POCs). To establish POCs, the
Division reviewed the permit application, discharge monitoring reports (Jan 2004 through June 2005),
and the Basin Plan. The Division then used the standard Reasonable Potential Analysis (RPA) to calculate
a maximum predicted concentration for each POC. Each maximum was then compared to the POC's
freshwater Chronic Standard (Table 2) and also to its Final Acute Value ('/ FAV) for freshwater (Table
3). If, by this method, a POC shows reasonable potential to exceed its 'A FAV, the Division includes a
permit limit as a Daily Maximum to protect the receiving stream against acute toxic affects. Similarly, if
the maximum exceeds the chronic standard, a Weekly Average limit is added to the permit.
This facility's POCs, as defined above, include only copper and zinc. The Division regulates copper and
zinc as "action level" parameters, therefore these POCs will not receive permit limits unless the Permittee
has suffered significant failures in Whole Effluent Toxicity testing. It has not. Findings are summarized
below (see Renewal Summary, Table 4).

RENEWAL SUMMARY
Effluent Monitoring
Copper and zinc both show "reasonable potential," therefore monitoring will continue — no
permit limits, in accordance with statewide policy for "action level" parameters. The
Division has added a TRC permit limit of 28 µg/L, in accordance with the new stream
standard for TRC.
Concerning Mercury - The Division's letters concerning mercury compliance (August 12
and 30, 2003) appear in the file because of past SIUs pretreatment concerns for metals no
longer at issue. Mercury monitoring is therefore not required of this 100% domestic
discharge facility.

Lookout Street (SR 1716) in the City of Claremont, Catawba County, travel north on SR
1716 about 0.6 mile to the junction with Centennial Boulevard. Turn left and travel west on
Centennial Boulevard about 0.5 miles. The facility is located on the right (north) side of the
road.

follows: 0.04 MGD train - influent comminutor, diffused aeration basin, final clarifier,
and aerobic digester. 0.06 MGD train - influent comminutor with bypass screen,
mechanical aeration basin, final clarifier and aerated sludge holding tank. Common to
both trains are flow splitter box, flow recording, and chlorine contact chamber.
f. Please provide a description of proposed wastewater treatment facilities: N/A.
g. Possible toxic impacts to surface waters: Chlorine and metals.

Sludge is removed and transported by Sanitary Septic Tank, Inc., to one of Hickory's
WWTPs for disposal.

transported by GDS (Garbage Disposal Service) to the Catawba County Landfill.

The City of Claremont has applied for Permit renewal for the subject facility. The WWTP
appeared in good operational condition. A review of the past year's self -monitoring data, from
01/2004 through 02/2005, revealed no violations.
It is recommended that the subject permit be renewed as requested by the applicant.
